(Internationali Nearly 2,000,000 Persons Sought U.S. Jobs Last Year Washington (U.R) About 2,- 000,000 persons, ranging from typists to funeral directors, asked for jobs with Uncle Sam last year. They applied through the U.S. Civil Service Commis sion The commission is the world's largest employment agency the hiring hall for the federal gov ernment. It is a gigantic job be cause the government employs more than 2,500,000 people in civil service, including almost every type of workers used by private industry. In 1951 the commission gave more than 25,000 examinations for hundreds of types of federal positions and placed 578,539 workers who qualified the largest number since World War II. Not all of them were new employees Some were long-time government workers who got promotions or transfers. Compete For Jobs Responsible since 1883 for put ting the best workers available into government jobs, the com mission today selects 93 per cent of the employees hired by the ex ecutive branch of the govern ment through competitive exam inations or for "merit and high qualifications." The commission is plugging to get postmasters and internal revenue collectors under its jurisdiction. Government employees are re cruited and employed through out the country. There are more federal workers in California 10.1 per cent of the total than there are in Washington, D. C, where 10 per cent are located. When government personnel is needed announcements of ex aminations are sent to all first and second class post offices to be posted on bulletin boards. The names of applicants who rate 70 or above in an examina tion are filed in order of their scores in a CSC "eligible regis ter." When an agency needs a new worker the commission sends the names of the three top scorers listed in the register and the agency chooses one. Since outbreak of the Korean War, the commission has had a shortage of typists, scientists and skilled technicians. The commission gives spe cial examination once a year to "select the cream of - the crop from among young men and women . . . "who aim for top administrative positions in the federal civilian service. College training or the equivalent is needed to qualify for the exam ination. Those who survive the written quiz are re-examined at a per sonal interview. Less than one out of seven of the 14,000 who took the test passed even the written part in 1950 and not one in 20 made the grade in 1949. Contrary to popular belief, the government fires unsatisfactory workers. More than 15,000 ex cluding loyalty cases were asked to leave during a recent year. The commission urges the agencies to make better use of their rights to discharge poor workers without hearings or ap peal during their first year with the government. Civil service employees are fired for inefficiency, crime, or fraud, false statements in their applications, misconduct, and in subordination. Blackout Spells Blamed For Too Many Wives Gaffney, S. C. (U.R) A youthful Fort Jackson soldier accused of having two wives too many attributed them to "blackout spells." Charles Mathis, 22, claimed he didn't remember marrying wives No. 2 and 3 when the women confronted him at a preliminary hearing on bigamy charges. "Must have married them during a couple of my blackout spells," Mathis explained. He was bound over to the next term of general sessions court. The politi-1 American teachers who went cally-mature Philippine govern- ment forged by early American administrators has become inef ficient, expensive and corrupt since this country became sover eign, a noted island jurist charged here. Judge Guillermo Guevara, Drominent Manila lawyer, said in an address to student confer ence delegates at Baguio that the generation of Filipinos during the preautonomous era seemed to have shown "more maturity than the subsequent generation' despite complete self-government and independence. Guevara particularly took the civil service to task for being honey-combed with "political in terference and nepotism." He scorned alleged practices of public sen ants for enacting cof fee money," "pabagsak loans," or plain "bribe money" for per forming services for the people that would ordinarly be their duty. "Be it known to the glory and honor of the American pioneers who trained us in the essentials of self-government and to the credit of the Filipinos of that generation that the shameful practice of receiving or demand ing gifts in the performance of official duties was absolutely un known," he said. Judge Guevara credited for mer Governor General William Howard Taft with starting the first step toward Philippine po litical maturity. Guevara said the public school system was a huge success dur ing the American administration because of the more than 1,000 Changing Times Eliminate Industry San Benito, Tex. (U.R) Changing times have eliminat ed a depression-born industry of 15 years ago: Frog hunting. Woodrow Wilson, owner of a grocery here, recalls he was one of the first persons to et into the frog business. A lot of folks, unable to find work, took to the canal banks to club frogs. They dressed them and bartered the legs to Wilson for groceries. Wilson found no local market but soon developed a fair trade in San Antonio, where he ship ped as much as 1,000 pounds a week. Wilson, for a time, made more out of the frogs than his store. When World War II came along, however, many of his best frog hunters were drafted. The women and youth of the town fell down somewhat on the frog front, but kept a fair number of legs flowing to Wilson. Prices climbed from 30 cents to $1.10 a pound . One frog hunter made enough to buy a sajall farm. Then things changed. Whole sale hunting, water poisoning from aerial crop-dusting and spraying and the carnivorous gar fish have made the frogs less plentiful. Also, people don't have the time to go frog hunt ing as they did during the de pression. Now most of them are employed and are unable to stand the fatiguing nocturnal jaunts along the canals looking for croakers. and Save' into the provinces to teach and spread the gospel of democracy. Guevara told the students that the more the Philippines ad vanced toward self-government and independence, the more in efficient, expensive and corrupt the country became. He supported the statement with a detailed review of the pre autonomous era. The prominent judge called on the students to swear before God that if they were ever called on to hold office that they would consider their position as an apostleship and not a means for personal aggrandizement. Private Building Up During Month Washington U.R) Private builders, taking advantage of increased materials supplies, started 74,500 non-farm dwell ings in February, the Bureau of Labor Statistics reported Satur day. The bureau said nearly 10,000 more units were started in Feb ruary, than in January, repre senting a 15 per cent increase. At the same time, public housing starts totalled 2,500, bringing the total to 77,000 for the month. An even sharper rise was pre dicted for March. The bureau said preliminary reports from both urban and rural areas showed a 25 per cent increase in permits to build non-farm dwellings. Most of these will be started in March, the bureau said. Wall Street New York U.R) Railroad shares rose to new high ground since 1931 on the Stock Ex change Saturday.
