The period of instruction takes eight hours, the AAA said, less time than three double-feature movies. In the school year just ended, 607.603 high school students were given driving instruction as part of the regular curriculum. The National Education asso ciation's commission on safety education said the $32's were well spent. The group reported "limited figures" show that "students having training are involved in olny half as many accidents as comparable groups" who did not. These students, according to the president's safety conference, Government Sets Plans To Revive Rations, Controls Washington, June 29. (U.R) The government is making plans for reviving rationing and for controlling prices, wages and jobs if the Korean action draws the United States Into a real war. "But Official? are keeping their blueprints on ice on the assump tion that they will not be needed. The plans have been drawn up by the) National Security Re sources board, which has the job or coordinating all military, in dustrial and civilian war plans and of recommending specific actions to President Truman. Instruction Awaited "We are alert and waiting for instructions from the White House," a spokesman said. The instructions would be to lay its plans on the President's desk. This is not expected unless Mr. Truman first asks congress for emergency war powers to put the recommendations into effect. He has no plans to do that now. The recommendations would cover wage, price, job and pro duction controls, production schedules, rationing and civil de fense. Northern California Population Increases Redding, Cal., June 29 (U.R) A seven-county district in north eastern California gained about 20,000 residents between 1940 and 1950 for an 18 per cent in crease, preliminary census fig ures showed today. The counties involved were Lassen, Modoc. Plumas, Shasta, Siskiyou, Trinity and Tehama. Their combined 1950 population was 130,160, compared with 110,426 in 1940. All of the coun ties showed increases. Susanvllle showed the largest increase of any city in the area, from 1.S75 in 1940 to 5,320 in 1950. District Census Supervisor A. P. Robillard said that the es tablishment of the Herlong Am munition depot near the city ac counted for most of the increase. Dunsmuir was the only city showing a decrease, from 2,359 in 1940 to 2,232 in 1950. Robil lard said he believed the drop resulted from curtailed railroad division activity there as trucks took over a larger share of freight. Safety experts said that no matter how many improvements are accomplished in traffic laws and engineering, there still will be heavy fatalities unless the driver is improved, too. Emphasis on Youth The AAA and other organi zations are trying to do Just that with the teen-aged, who has been the target of traffic criticism since the post flapper era. Most of the 607,603 recently trained had classroom instruc tion only but many of them learned how to drive in dual controlled cars supplied by au tomobile companies and dealers. Their teachers went through special driver-instructor courses and taught from a manual of time-proved techniques. Even the students thought tht courses were a good Idea. Two 17-year-olds, James Ar nold and Tom Waller, of Wil mette, 111., said the courses should be required of every stu dent. A greater awareness of the difficulty of keeping out of ac cidents is sending adults to driving classes, too. See Cut in Rate A spokesman for a chain of 416 private driving schools said the accident rate could be cut by two-thirds with proper driving instruction. His schools will turn out 250, 000 "finished" drivers this year, he said, and he estimated there will be more every year. Their lessons cost S4 per hour. "Nobody can teach like a pro fessional," he said. "A beginner pays more attention to us than he would his father or brother or close friend. "I think anyone learning to drive should be taught just as systematically as if he were learning to fly an airplane. And it wouldn't be a bad idea if some of the people who have been driving for 20 years would come in for some instruction, too." The NEA's commission claims that the courses of 40.000.000 of them would be paid for by the money lost through automobile accidents in a single year. Thursday.
