Organization of a non-partisan committee for the so-called "balanced" reapportionment plan to chaniie legislative rep resentation was effected here last week. Warren Lesseg, Medford attorney and police judue, was selected to lead the group. Other members include Frank Van Dyke, Mrs. Curtis L. Hop kins. Mrs. Stephen Nye. Paul Haviland and Mrs. M. Allison Moulton, Medford, and Mrs. M. P. VorcI. Shady Cove. Also at tending the meeting was Bill Howard. Salem, Farm Bureau federation representative who is active in t h e state-wide cam paign for the proposed constitu tional amendment. Petitions Received The local committee has re ceived a supply of petitions to place the balanced representa tion plan on the November bal lot, and an active campaign to secure signatures of registered voters has begun. Members of the committee have explained the background of the reapportionment proposal by pointing out that the state constitution provides representa tion in the state legislature shall be revised every 10 years fol lowing censuses, but that such revision has not been made for some 40 years. Two measures are now being circulated and which may ap pear on the November ballot to make mandatory such revision. One !s the "balanced" plan; the other is the so-called "popula tion" plan. The "balanced" plan which is a combination of several pro posals would combine popula tion and area as the basis for determining representation.
