necessary shifts of workers
across occupational or industdial
lines alMi are handled. During
the war and afterwards, these
procedures have been applied
wideiy, both on area and occu
pational lines, for recruitment of
workers in critical industries and

Many districts in Oregon have
used these facilities to recruit
workers. In these cases, the im
migration service, other national
agencies and sometimes even
other countries complicate the
procedure, but negotiations often
are handled directly between
two or more offices In different
states to speed action.
