Bootlegging Bombay As Land Goes 'Dry' Bombay. May 1U.R) The dark-skinned gent moves out of the night shadows of Princess street and gives the familiar "Psst, Sahib, you like whiskey?" He's new at bootlegging, for Bombay province only went dry on April 1. Prohibition has done some queer things to Bombay; it's lowered the price of liquor, created admitted "alcoholic ad dicts," given Europeans more le gal drinking than previously, as well as introducing blind pigs, speakeasies and rum running. Discrimination Charged Its also raised loud cries of "discrimination" by the Indians who complain about the permit bars limited exclusively to non Indians where liquor permit holders can tip a cup until they drain their month's ration. AU foreigners and tourists are exempt from prohibition, and are given permits based upon their incomes. So far more than five thousand permits have been issued. Those in the higher in come brackets are allowed seven units monthly. Each unit entitles you to a fifth of whiskey, or three bottles of wine or nine quarts of beer. One American resident fibbed to the liquor board, claiming he was making only a small in come yearly thus hoping to avoid paying income tax. He whs given only two units instead of the expected seven. Before prohibition, drinking in Bombay was limited to three wet days a week, whiskey was scarce, prices were from $12 to SIS a bottle and there were no controlled prices. Under prohi bition, a foreign resident can have 63 bottles of beer a month, only has to pay S6.60 for the best Scotch, and finds it all over town. With Indians, it's a different story. No Indians Allowed No Indian can enter a permit bar. even as a guest of a for eigner. He is liable to a fine and imprisonment if liquor is found in his home. The only way he can legally obtain alcohol is to appear before a special medical board, proclaim himself an "al coholic addict" and ask for spe cial exemption. The board Is the most overworked in all India. Wealthy Indians are paying $30 to $50 a bottle for Scotch, most of which is smuggled in from the Portuguese colonies Nourr or heaiiino or UNAl, ACCOUNT Notice Is hereby nlven that Harrlal A. McCalllster, Administratrix of the estate of Herbert M. GRAPE ST. Monday. May 1 1950 Flourishes In adjacent to Bombay province. Portuguese Ooa, for instance. has suddenly become one of In dia's most popular holiday and weekend vacation spots. The average bootlegger, how ever, insists he "isn't making a rupee" because the legal price is so cheap. Liquor store owners who are now getting half the prc-prohibition prices, and only a tenth the business, are scream ing. Government inspectors check the supplies carefully and withdraw licenses if so much as a pint is unaccounted for. Cater To Poor The local speakeasies are holes in the wall which cater to the poorer classes. A shot of Indian moonshine costs 60 cents. The native product is usually smug gled inside inner tubes of spare tries, or wrapped around the body. Three youngsters followed a huge prohibition parade cele brating Bombay's total dry law. They were arrested, and found lo be carrying inner tubes filled with Indian brandy. They told police they were making deliv eries when the parade trractcd llicm. And they just followed along.
