I., Apr. 12 (U.R) Fifty communist-led Hukbalahap peasant leaders have been killed in a combined ground end air attack by government forces near Cabanatuan, capital of Nuevaecija province, field dis patches said today. The dispatches said the Huks were holding a top-level meeting in a town 60 miles north of Manil awhen the government forces "wiped out" the gathering with air bombs and machine-gun fire. It apparently was one of the biggest operations since the Huks began their big offensive against the government a fort night ago. The expression "to cut the Cordian knot" li believed to have originated in the ancient city of Gordium, capital of the Asia Minor kingdom of Phrygia. Goed Old Nightstick Restored to Police Canton, O. U.R) The night stick is back as standard equip ment for Canton patrolmen. Abandoned more than 15 years ago, the plain old hickory clubs have been issued to foot patrol meal and are being carried in crilTscrs of the uniformed shift. IK recent years, only the blackjack has been carried by policemen for use in subduing toughs and belligerent individu als. The blackjack is smaller and easier to carry, but its size is also a disadvantage. "The night stick gives a man about 20 additional inches of reach, which means a lot when he runs into trouble," Chief J. B. Quilligan explained. "It is particularly valuable to the foot patrolman, who generally is alone when trouble starts. 75 YEARS, ONE BOSS Oslo. Norway U.R) Ninety-year-old Wilhehiemo Thigucs, Norwegian housemaid, has set a record for long service 75 years in the same house. Communist Battle May Be Impending Hong Kong, Apr. 12 (U.R The communist New China news agency said today that commun ist troops had taken over the British barracks in Peiping Tuesday morning. Diplomatic sources said the move was "not very surprising" since the communists previously had occupied the American, French and Dutch barracks on grounds they were not entitled to diplomatic immunity. The barracks area is made up of 20 acres adjacent to the Brit ish consulate compound. Three hundred British troops, who made up the legation guard, liv ed there formerly. Fluorescent lamps now burn .seven times longer than incan descent light bulbs. Their 7,500 hour rated life means that the average tubular lamp will light a schoolroom for at leant eight years before it must be replaced. 4 Medford People Plan To Attend Youth Conference At least (pur Medford people are Dlanning to attend the gov ernor's conference on children and youth in Salem Thursday and Friday, it was learned here today. O. H. Bengston, a mem ber of the executive committee of the governor's committee, plans to attend, he said. Others from here will be Mrs. Marjorie Hopkins, Girl scout ex ecutive for this district; Mrs. Blanche Lyman, public welfare department administrator, and John Richard, county juvenile officer. The two-day session will hear speakers and puonc discussions of family life, education, health services and facilities, mental health, child welfare, recreation and juvenile delinquency. Many outstanding educators and medi cal men will discuss various sub topics of the general subjects. The Oregon conference is one of 48 being held this year, one in. each state, in preparation for the president's mid-century White House conference on chil dren and youth, scheduled for Decemoer of this year. Mrs. Sadie Orr Dunbar, long loted as a leader in health and education in the state, will preside. Well-Baby Clinic Set For Central Point Central Point. Apr. 12 X well-baby conference and im munization clinic will be con ducted here April 17 from 1 to 4 p.m. for children up to six years of age. It will be in the Presbyterian church. The county public health de partment will be in charge, with Dr. A. Erin Merkel. health offic er, as examining physician. He will be assisted by Mrs. Ruth Hardy, public health nurse. Ap pointments may be made and transportation arranged by call ing Mrs. John Clark at Central Point 642. Appointments are not necessary if only immunization is desired. Members of the Central Point health group will assist at the clinic. Governor Suggests Employers Excuse Guards for Camp Salem Ore., Apr. 12 (U.R) Gov. Douglas McKay today asked employers to allow Oregon na tional guardsmen to attend na tional guard encampment with out prejudice to their civilian work. In a statement to the press Gov. McKay said: "These are critical times for our govern ment. With the knowledge that the national guard and the air national guard represent the backbone of our, national prepar edness, I earnestly call upon all employers in Oregon to release their employees who are nation al guardsmen for two weeks dur ing the summer, in order that they may become better trained to do the job our government will ask of them in case of na tional emergency." Some Give Full Pay Mai. Gen. Thomas E. Rilca, adjutant general of Oregon, said many employers were granting military leave to their person nel with full pay. Other employ ers not in a position to follow this program are being asked to grant annual vacation leaves during this period. Gen. Rilca said he has no authority to ex cuse national guardsmen from attending camp except for fam ily emergencies or under most unusual circumstances. All Oregon national guard units will attend camp from June 10 to 24 this year. The 41st in fantry division will move by truck and train to Fort Lewis. Wash. The Oregon air national guard will fly to Walla Walla, Wash., for the two-week period. Oregon and Washington anti-air craft artillery will train at Camp Clatsop near Seaside, Ore. Rules on Children Working on Farms Changed by Law Portland, Apr. 12 Two amendments to the child labor provisions of the fair labor stand ards act now give children in agriculture the full protection of the act during school hours if the crop is for interstate com merce, it was pointed out here today by Madison R. Smith, in vestigation supervisor of the wage and hour and public con tracts divisions, United States department of labor, in Oregon and Idaho. "Within the next few weeks, many children will be taken out of classrooms to help with the spring farm work," he said. "If the farm produces crops for in terstate commerce, and is not the home farm, prospective em ployers are warned that regula tions regarding employment of children under 16 years old in agriculture are different than they were last spring. Rules Different "Before the wage and hour law was amended, employment of such children on farms was Dermitted when the child was was legally required to attend school. Now, children under 16 may be employed in agriculture only outside of the school hours for the school district where they are living. "The new provisions do not prevent employment of such children during school vacations, on holidays or after school hours. Nor do they interfere in any way with the right of a parent to em ploy his own child on the home farm. They apply only to em ployment on farms, other than the parents' farm, that produce crops for interstate commerce." We are going to have the kind of enforcement the people want, and they cannot expect the best unless there are good officers adequately paid. This was the keynote of an ad dress by Robert L. Murphy, new special agent in charge of the Portland office of the federal bu reau of investigation before the luncheon meeting this week of the Medford Rotary club. Murphy described the scope of FBI activities in the nation, and stressed the bureau's concern over increasing juvenile delin quency. Growth Told The FBI computed 52 officers in 1924 when J. Edgar Hoover, then a young attorney, became bureau chief, Murphy said, but today more than 4.200 agents are unable to handle properly the expanded functions of the highly efficient law enforcement body. Approximately 114 mil lion fingerprints are on file in the FBI identifiction depart ment, and , 700,000 criminal prints were received last year alone. In 1930 the bureau's labor atory for law enforcement aid to all types of police officers was organized. Candidates for FBI agents must have high qualifica tions and undergo an intensive 12 week course at Washington and Quantico, Va., Murphy re ported. Special instruction also is given to other law enforcement officers to qualify them for po lice instruction. The crime picture In the United States, described by Mur phy, is not a pretty one. In 1949 a total of 1,763.290 major crimes were committed in this country one every 18 seconds. The increase last year was 4.5 per cent, presenting an alarm ing problem to the nation, he said. Especially dark is the Increas ing incidents of juvenile crime. Murphy told Rotarians. Lack of religious training, inadequate school sys tems in some instances, misdi rected gang activities as well as the effect of crime news, movies and comic books were scored by the agent. Three New Teacher Employed by Board The board of directors of the Medford school district last night elected three new primary teach ers, discussed landscaping pro posals for all school buildings in the system and allowed bills amounting to $28,461.88. The board unanimously ap proved the election of Mrs. Ethel Chastain, Miss Geneva Coulter and Miss Margaret Cotter to teaching posts in the city's elementary schools. Most of the meeting was de voted to a discussion of land scaping recommendations sub mitted by an Ashland landscape architect. The board agreed that most of the proposals were well taken and will seek cost esti mates on a detailed planting pro gram before further steps arc taken. A landscaping project continuing over many years was considered the most economical procedure to improve the appear ances and efficiency of the six school grounds. JAIL BURGLARIZED Fresno, Cal. U.R) A transient was jailed here after he admitted ' the burglary of the Fresno Coun ty jail. The reverse-twist burg, lary was committed by Otis Par ker, 49, who admitted breaking into a storeroom and cracking three confiscated slot machines. He was a trusty at the time.
