The Seattle plant turned out the most business with the Wich ita, Kans., plant concentrating on preparation for manufactur ing the Boeing B-47 Stratojct medium bomber. Saving Indicattd The annual statement to stock holders showed total sales and other income of $287,012,824 last year with net earnings of $4,411,348 compared with $1, 715.908 the previous year on the 1,082.454 shares of stock out standing. Boeing President William M. Allen said savings of more than $25 million to the government are indicated on contracts which were in process during the year. The backlog of unfilled orders at the close of the year was re- I ported as $365,804,690, mostly military business. Postwar Peak Reached Allen said production reached a postwar peak with 47 commer cial stratocruisers delivered by December 31 and seven of the remaining eight on order deliv ered since that time. Substantial deliveries of B-50 superfortress medium bombers and C-47 strato freighter transports also were made and Boeing completed de livery of YL-15 scout liaison airplanes early in the year. In Seattle, the company will maintain its basic engineering, experimental and developmental organizations and facilities, the report stated, "but may not have sufficient production work at Seattle to utilize fully the plant capacity nor to sustain a well rounded manufacturing organ ization." Major Problem The report said this constitutes a major problem for the com pany, "and management is mak ing every effort to obtain addi tional production work for the Seattle plant." Employment in the Seattle op erations is around 18,500 com pared to postwar peaks of 26,000. The pub year. In One way that is a good thing. The administration's de mands for socialistic legislation are being flatly ignored. On the other hand, congress most cer tainly should act on several fair ly important matters this year. It should make substantial prog' ress toward adopting recommen dations made by the Hoover commission. It should get rid of most of the war excise taxes. The administration should quit playing politics with the Taft Hartley law and cease blocking the passage of several improving amendments. There is considerable other important and desirable legisla tion pending, but there does not seem much likelihood now that the strife-torn "majority in this congress will be able to agree on very much ol it. www THE FAILURE of this 81st congress both last year and this year thus far to do much of anything of a constructive na ture seems to illustrate an im portant point. Ostensibly over whelmingly controlled by the administration certainly con trolled bv the administration s party the majority members of the 81st congress have declined to follow the president s leader ship. The point is that congress is in .fact responsive to the wishes of the people with the result that a majority of the members of this congress clear ly do not believe that the plural ity of popular vote received by President Truman in 1948 meant that the people of the country want enactment of his socialis tic program. What this situation really means is that the people must again In a few months Indicate by their ballots the kind of a federal government they want. One third of the senators and all of the 435 members of the house of representatives will be up lor election. Most democrat ic party candidates particular ly those opposing incumbent re publicans, will campaign as sup porters oi tne president s pro gram. Without the fanfare of a presidential campaign to con fuse the real issues, the voters will calmly make their choice.
