The New Mexican demo c r a t recently ass ailed the senate interior and insular af fairs com mit- tee for delaying consideration of hp niihlin works' rivers and harbors bill by holding hearings to amend the Bill to inciuae Columbia basin irrigation proj ects. Sen. O'Mahoney, head of the intnrinr nnrl insular affairs com mittee, answered Chavez's charges by pointing out that the intorinr fnmmittpp hnrl not re ceived the green light from the administration on tne projetis until early this month, and that they had been holding hearings alinnct rinilv sinrp thpn. Chavez curtly replied, "They (the hearings) reierrea, aia ukj not, to the Columbia basin?" Or n nut it another wav. Chavez was suggesting that maybe it was not too important to hold hearings ( n the Northwest proj ects at the expense of holding up passage of the omnibus rivers anH harhnrs hill. The New Mexican senator also implied that the interior and insular affairs committee was attempting to usurp the public works committee's jurisdiction by holding these hearings. In the midst of an exchange with Sen. O'Mahoney, Chavez announced that, "We (his com mittee) are not going to let any other committee legislate for the committee on public works." Dean Dunn Tells Of Progress In State Forestry Oregon, the No. 1 forestry state, starting from scratch 40 years ago has made advance ment in development and man agement of its forest resource and the future outlook is good, according to Paul M. Dunn, dean of the Oregon State college school of forestry, who addressed Kiwanians yesterday at Rogue Valley country club. Dunn mentioned the "definite cooperation" that has made pro gress available, and outlined some of the history of better care and utilization of the for est resources. He said the great est development has come in the past 10 years. Has No Equal The speaker said that Ore gon's forest protection program has no equal in the United States. Dunn stated that to many people protection means only the effort against fire, but that now attention is also going to dis eases and insects, which are in creasing. Oregon is a leader in forest practices, Dunn said. The state hss kept pace with legislation, he brought out, pointing to the forest fee and yield tax law, re ducing taxes in the years be fore harvest, and to the con servation law. Dunn reported that 73 per cent of the Oregon timber is un der some plan of sustained yield. He said the state was, perhaps, a bit backward in forest and tree planting. HOW TO FOOL RATS Lincoln. Neb. Combined Plan What brought this anomalous nVinut was the Eni- neers BuRec "combined plan" for the development oi tne Col umbia. By this plan they divided up the different projects in the rooinn tn nrevpnt turisdictional scraps and parallelisms. Thus, when the bureau of tne budget okayed the "combined plan" there was an authorization for the engineers part of the plan in the rivers and harbors bill but the reclamation side of tka rilnn u.ac loft mit in the COld. So budget suggested that the rivers and harbors bill be amend ed to include the reclamation features oi the "combined plan." The result aimed at is a bill which jvould authorize army en gineers projects all over the United States and reclamation nvnitti in iha foliimhia rpffinn. In other words, it would provide for army engineers projects plus the combined plan for the Colum bia basin area. Free Telegrams The Oregon representatives are complaining that their Ore gon colleagues in the senate have them across the barrel when it comes to responding to constituents' requests. The sen ators have unlimited tree usage of telegram service but the rep resentatives may only send $50 worth of free telegrams a year. This, say the Oregon repre sentatives, puts them at a disad vantage. When a constituent re quests something from tne dele gation, the senators respond with a free wire while the congress men must answer with a letter and, as a consequence, the con stituent thinks the senators are "on the ball, while the repre sentatives are just bums. Active Pair To allay any criticism for his campaigning instead of being on the job in the senate, Senator Morse has arranged to have an active pair at all times while he is out in the state this spring. What this means is that when Morse is absent, his vote on all issues will be paired with some one who is voting the opposite way. By this device he will man age to have his vote count even though he is absent.
