Congress man Harris Ellsworth by C. Lrirard Davidson, assistant sec retary of the interior, in which he sets forth his belief that the Rogue basin project will not be ctcd upon by congress at this session. The letter was dated Febru ary 6 and was received by Ells worth February 13. Dear Mr. Ellsworth: In answer to your request. I will outline in this letter the status of the department's plans for the Rogue river basin in Oregon, as well as the antici pated schedule for further ac tion on tlinse plans. As you know, the department has charged its Pacific northwest field committee in Portland with the task of seeking a unified and coordinated departmental plan for the Rogue river basin, giv ing due consideration to all the pertinent aspects, including irri gation, fisheries, power develop ment, recreation, flood control and land-for some time and the task force report is scheduled to be presertted to the committee at its next meeting in Portland, February 6. The committee has promised to transmit its report and recommendations to the de partment in Washington within a few days after the February 6 meeting. Tew Weeks' Inasmuch as we do not. know now what will be in the commit tee report or recommendations, it is hard to anticipate how long it will take us to review the matter here in the department. I can assure you. however, that the review will proceed as speedily as possible and should be completed within a matter of a few weeks after we receive ill! from the radio stations end the Mail to make such changes es are supplied the committee's submission. It is likely that whatever po sition the department takes af ter review will require some changes in the basin report of the bureau of reclamation, and the time necessary to make these changes will depend upon how extensive they might be. After these changes are made, how ever the report will then come to the commissioner of reclama tion, who would send it on to the secretary for approval be fore it is transmitted to the states and interested federal agencies for review. The states and federal agencies have a 90 day maximum period in which to send in their comments and rec ommendations. After these com ments have been coordinated with the report, the commission er of reclamation sends it to the secretary for his approval and transmittal to the president, through the bureau of the bud get, to ascertain whether it is in accord with his program. Nat urally review by the bureau of the budget takes a reasonable amount of time. To Congress If the report is found to be in accord with the program of the president, it is transmitted to congress. It should be noted that the report which will go through the process described above is an over-all information report on the Hogue river basin, it would be sent to congress for the infor mation of the congress and it is not anticipated that it will re quest authorization of any proj ects. You may recall that such an information report was sub mitted to the congress on the Colorado river basin and was printed as a house document but no authorizations were request ed or made. It is also apparent from the chain of events noted above that it is hardly likely that the information report on the Rogue river basin would be presented to the congress dur ing this session. Prepare Reports Once the basin report has been approved and the over-all plan of development has been laid out, the bureau of reclamation will proceed with preparation of specific project reports to cover portions of the over-all basin plan. These specific project re ports are necessary because the over-all basin report will not contain the engineering and eco nomic information on specific TZlSMX Your Health and Its Care t DR. THE PSYCHOLOGICAL EFF As mentioned here recently the doctors who observed the treatment of asthma with breath ing exercises at Kings college hospital, Glas gow, thought the good re sults obtained in 64 out of 75 cases were ?artly psycho ogical, in that when the pa tients felt they could relieve an impending attack by their own If f aril. their nervous tension was reduced. I find this way In the Day's News Br FRANK JENKINS The other day Dr. Einstein ottered the tentative suggestion that hydrogen bomb explosions might cause so much radioactiv ity as to make life on this earth impossible. (He was promptly branded as a communist sym pathizer by excitable persons, which provides an interesting slant on the hysterical state of our present thinking.) I ATER, In New York, Dr. Paul Elliott, assistant professor of physics at Texas Technological college, who has worked at the Oak Ridge atomic energy plants, explains how a hydrogen bomb's radioactivity can live in the air long after the explosion. He says he thinks the terrific heat and pressure of the ex plosion will "change tne contain ing envelope of the bomb" (that is, whatever material it is en closed in) into a mass of radio active vapor. He adds: "Not only would the explosion result in liberation of inconceiv able power and heat, but all the remaining uncombined atoms would become redioactive and emit vast amounts of high speed protons, neutrons, alpha particles and the deadly gamma rays. "These particles and rays would render all substances (air, water, soil, etc.) within their range radioactive. . . . Some sub stances would soon lose their radioactivity, but others would continue to be radioactive for many years. THAT is well over the heads of all us non-scientific peo ple, but it sounds grim. rR. LINUS Pauling, one ot the world's best known chemists, put it a little more understand ably but no less grimly a few days ago. He said the hydrogen bomb's radioactivity would be so great that no person, animal or plant anywhere on earth would be safe for years. The radio activity, he added, would per meate the entire atmosphere ana if people and other living things escaped serious radioactive in jury tney still would be subject to changes in heredity. That doesn't sound any pleas anter. BUT a counter-thought enters here: IT IS BEING SAID THAT AGGRESSORS MAY NOT USE THE WEAPON FOR FEAR THE RADIOACTIVITY WILL GET BACK INTO THEIR OWN COUNTRIES. That is something we can un derstand. Poisonous gas worked that way. When you dropped it on the other fellow the wind sometimes changed and BLEW IT BACK ONTO YOU. Also, if you spewed poison gas onto the other fellow it was pretty likely that he would be able to spew it back onto you sites in the detail necessary to obtain authorization for the proj ects. In order to be ready to ask for authorization of projects at an earlier date,, however, the bureau is already working on one or more project reports. It is expected that these project reports could be completed with in approximately six months after the basin report has been approved by the secretary. These project reports must follow the same course of approval by the commissioner, the secretary, the states and federal agencies, the bureau of the budget and the president, as noted above for the basin project. Therefore, it would be almost impossible to have a project report transmit ted to this session of congress. It is possible, however, that the over-all basin report and one or more project reports would be ready for transmittal to the next congress. I trust this provides you with the information you wanted. They are probably as much so as the bene ficial effects on asthma observed by the King's College hospital doctors in Glasgow. Dille Co I Local Marine Subject Of Bulletin Article Pfc. Walter F. Gemeinhardt. USMC, of route 1, box 311, Cen tral Point, is the subject of an article in the February issue of Northwest Marine, a bulletin published for marine corps re servists of the Pacific northwest. "Pfc. Gemeinhardt has sub mitted to the commandant of the marine corps, via the office of the district director, recommen dation for the improvement of equipment to be employed by combat forces in operations in polar regions," the article states. "The suggestions recommend ed are supported by plates, illus trations and detailed descrip tions of the proposed cold weather equipment and appear to have considerable merit. Pfc. Gemeinhardt previously submit ted recommendations for the im provement of amphibious equip ment and vehicles of the com mandant for consideration by the marine corps equipment board; some of the features of which were considered in the development of new and im proved equipment."
