British Problems Expected Back In Washington Soon Washington. Feb. 20 U.R The British and their dollar problems will be back in Wash ington before many more months. This may cost the United States more than last fall's round of dollar talks. At that time, the United States, Canada and Great Britain attacked "fringe" issues. The "fringe" program, plus de valuation of the pound sterling, has helped ease Britain's dollar shortage but not enough. Both American and British sources agree on that. They also agree that more dollar talks will be needed urgently as soon as do mestic politics in Britain and the United States allow. Must Await Vote British officials can not act until after the British vote Thursday, and a new government either laborite or conserva tive is formed. Then American officials will start getting skit tish because of this fall's con gressional elections. One reason is that the British may want another loan $2 billion to 54 billion. Of the British may seek direct aid for the sterling idea a kind of Mar shall plan under some other name. The British and Americans will have to wrestle with Brit ain's biggest single dollar prob lem the so-called "sterling bal ances." Great Britain now owes commonwealth countries about $9 billion worth of devalued fiounds for services received dur ng the war. These countries have been us ing the sterling balances to buy goods that Britain otherwise might sell for cash. Want To Relieve Drain The British, when they come to Washington, will want the United States to do something to relieve this drain on British pro duction. They will argue that they cannot cut off the flow of their goods to India, for instance, without causing a drop in the standard of living there and in viting communists to take over. British exports to the United States spurted after the pound was devalued in September. Britain also has improved its dollar reserves, but they still are about 15 per cent below what the British call a "safe" level. And the effects of devaluation's shot-in-the-arm are wearing off. Britain's economy has been helped by last fall's attack on "fringe' economic problems. This is what was agreed and what was done: Tried To Settle II Petroleum The United States, Canada and Great Britain agreed that Britain's purchases of petro- was a drain on dollars. Britain tried to settle it unilaterally by cutting the entire sterling area's purchases of "dollar" oil by about 30 per cent this year. American oil companies have protested, but Britain put the plan in effect anyway last Wednesday. Stockpiling The United States promised to buy more tin and rubber for strategic stock piling, thus pumping dollars in to the sterling area. The United States has made purchases, but an American British - Malayan conference on a long-term con tract for Malayan tin broke up in failure last week. Study Promised Tariffs The United States promised to study possible tariff cuts. Since then, congress has authorized negotiations for tar iff reductions. The United States will join a number of other countries in a tariff conference in Europe this summer. Customs American officials say they have done much to meet Britain's complaints that United States customs procedures dis couraged British sales here. Foreign Investments The United States is trying to encour age American investments abroad, but very few dollars have gone out. Greater European Trade The ECA demanded and obtained from many ECA countries agree ments to cut their quotas on im ports. This was intended to en courage lntra-European trade and help put western Europe back on its economic feet faster. leum from American companies day. Doernbecher Head Will Stay In Office Portland. Ore., Feb. 20 (U.R) Harry Green, president of Doern becher Manufacturing company, today said he would continue to run the company unless the stockholders or courts remove him. The firm's board of directors Saturday announced Green would be replaced by E. S. Beach. But Green declared the three-man board did not have the power to remove him. He termed announcements of Beach's ap appointment "untruthful and un necessary." In response to Green's refusal to accept the board's decision, Beach said there was no need to add anything to the board's earlier announcement. The Doernbecher furniture factory employs 700 men and women. Its doors were closed without explanation last Thurs- Democrats Slate Introductions Of Local Candidates A meeting of county demo crats, for the purpose of intro ducing prospective and an nounced democratic candidates for election this year, will be held Saturday under sponsorship of the Jackson County Demo cratic Central committee, it was anonunced today by Mrs. Ed ward C.
