Red Skelton, Evelyn Knight, Connie Haines, Hoagy Carmi chael and Tony Peluso and his orchestra will participate in a special March of Dimes program, titled "America Salutes Frank lin D. Roosevelt's Birthday," ov er Station KYJC and the ABC network tonight at 9 o'clock. Ralph Edwards, noted radio personality, will serve the half hour program as master of ceremonies. "Let The Lower Lights Be Burning," the favorite hymn of cowboy movie star Roy Rogers, will be the featured hymn on , "Club Time" to be heard Tues day at 3:30 p.m. over Station KYJC and ABC. Walter Kiernan, ABC com mentator on "One Man's Opin ion" (KYJC at 3:25 p.m.), asks if you have ever noticed what happens on a quiz show when the wife is asked "how did your husband propose to you?"
