John Phillips, R, Cal., In urging a thorough investigation of report- ed racketeering of sugar ration certificates in southern Califor nia. "If there is any evidence whatsoever of more sales of sug ar, I hope tl.ey go clear to the bottom of it," Anderson said. Phillips charged the racketeer ing was "widespread" in south em California. An OPA Investi gation led to a grand jury in dictment two days ago of three Los Angeles OPA officials charged with accepting $9,H00 in bribes for certificates. "I am certain." he said, "that at least $100,000 has changed hands in connection with these deals." Phillips said he had a part In the Investigation which led to the Indictments. He said he was drawn Into it by a letter from a Los Angeles merchant who wrote of his experience with the sale of coupons through official channels. Phillips said he had copies of sworn statements dealing with negotiations for sugar certifi cates covering 100,000 -pound lots. These certificates were to be paid for with $500 in ad vance and $3000 cash on deliv ery. The congressman asked that the merchant's name be with held. He said he was certain former OPA Administratior Chester Bowles was aware of the viola tions, but suggested assurances would be welcome from Bowles that the Investigation will pro ceed.
