PHILIPPINES FACE
Independence, Re Invest
ment of Capital to Be Bi
Questions Facing Islands
By Chrli Cunningham
United Press Correspondent
Tokyo, Dec. 20 (U.PJ Philip
pine independence as well as re
investment of capital in the war
ravaged islands' industries will
be the biggest questions facing
the Filipinos during the next
few months. Philippines Hign
Commissioner Paul V. 'McNutt
Malrl tndav.
McNutt Indicated that th
FiliDinos BDparently do not rea
lize that the spotlight of United
States attitude toward the Far
East is focused on them as far as
their independence In concerned
It Is an open secret that most
Filipinos do not particularly
wa.it independence, but accord
ing to McNutt, "They may have
to try it."
U. S. Committed
McNutt told a press confer-
em:e that the United States is
committed to go through with its
announced Intention of granting
the Philippines her Independ
ence, unless the door Is left open
for a cha.iRe.
He emphasized, however, that
the initiative must come from the
Filipinos and if there is a "spon
taneous, uninspired request (for
status quo) we probably would
grant them the request.
McNutt said it would be
Jong time before the Philippines
got back on their feet economic
ally, pointing out that her ex
ports and imports are virtually
nil because of the lack of com
munications and transportation
lost during the war.
Sugar 9 Years Away
He said It would be at least
three years before the Philip
pines could again export sugar.
In order to obtain necessary
shipping, American ships would
have to be declared surplus, and
this has not yet been done, he
added.
McNutt has been conferring
with Gen. Douglas MacArthur
prior to leaving for Shanghai
to confer with ucn. Aiuert J
Wedemeyer, commander of
American forces In China, re
garding the Chinese colony In
the Philippines.
In a statement Issued before
his departure, McNutt said the
Japanese did more harm to the
Philippines than money can re
pair.
The enemy tried his best and
partially succeeded in destroying
the whole economy of the Philip
pines the economy the United
States had spent 40 years bulla
lng up," he suld.

Happiest Yuletide Since '40
For Country's Fighting

Christmas of 1944 will be Just
a memory of fight in Europe's

heat of the Pacific Jungles, of
manning the navy's warships,
or of sweating out the war in
army camps here and abroad.
5,250,000 Horn
The army has sent to their
homes some 4,250,000 GI's since
VE-day last May. Last week the
navy discharged the 1,000,000th
sailor released since the Japan
ese surrendered in August.
Thousands of overseas veter
ans were pouring into east and
west coast ports on transports
tin the week before the holiday,
adding domestic discharges and
those from other branches of
the armed forces, some 6,000
000 ex-servicemen and women
will be on hand Dec. 25 to cele
brate the nation's first peace
time Christmas in five years.
Wi'ii "bring the boys home
by Christmas" as a slogan, the
services and civilian agencies
cooperated today to clear the
road back.
Troop transports battled early
winter gales to make port on

worked at top speed.
Speed Up Processing
The New York port of em

1,650,000 European theater vet

day, prepared to handle about
60,000 more by Christmas at Its
big reception and separation
centers, Camp Kilmer, N. J
Camp Shanks, N. Y., and Fort

Port officials said pre-Chr!st
mas processing at the centers
had been speeded up to get the
men, thousands of whom
haven't seen the United States
in three years and -.ore, on
their way home within 24 hours
after arrival.
But there was another side
to the picture.
Some 900,000 Yanks still In
