Nor. 12, 1949 E LAPSE PUZZLES Washington AIM Veterans' Administration officials alarm ed at the failure of ex-service-mcn to keep up their Rovern ment Insurance, took consola tion today from commercial insurance men, who said young people were a headache to them too. Gen. Omar N. Bradley, vet erans' administrator, recently conferred with five top Insur ance executives In New Vork to learn what, If anything, was the mailer with National Service Life Insurance. He had no com ment on what they told him. But it was learned that the natural Improvidence of youth was a large factor In the Insur ance men's appraisal of these facts: Of the estimated 2,300,000 men discharged from service, only 06,158 had converted their war policies to permanent form. And 1.483.940 policies had been allowed to lapse for failure to maintain premiums. Apparently army, navy and veterans' administra tion have not measured up as salesmen. It was pointed out that a veteran leaving the service must take a positive step himself in order to preserve his insurance. He must write the Veterans' Administration, enclosing a premium, and ask that his policy be kept In force. Human nature being what it Is, the insurance men said, the average veteran never gets around to taking this step. Months later he may remember it but by then his policy may have lapsed. Some modifications of Na tional Service Life Insurance were discussed at the New York session but Harold W. Breining, assistant veterans' administrator in charge of insurance, said no concrete proposals were made. Mrs. Kate Rhuellng announc ed that the grange quilt would be put on the frames at her home and that all the ladies are to come any time a day they can and quilt some on it. This will be for the bazaar. Region of Home Is Determined by Way "R's" Pronounced Cincinnati (U.R) Americans from the midwest, south and east tell where they are from, not by the way thpy mind their "p's" and "q's" but their "r's." At least Miss Ruth Dowden, speech instructor at the Univer sity of Cincinnati, says she can spot the geographic origin of a person by the way he rolls off his r s. A mldwesterner Is a sure hit she says. He pronounces all his r s alike. An easterner or southerner gives the "r" the go-by and "party" becomes "pahty." The speaker is pegged an easterner if he clips the "ah" sound thort, miss JUowden explains, and a southerner If he drags it out. But an easterner also adds "r's" where they aren't needed like "Idear for "idea. If "r" gets proper treatment Miss Dowden says, the person will toss off the "r" in "red and "strong" one way and the "r" in "very and "bird" another, secret of proper pronuncia tion is the way the tongue is held. Miss Dowden shows stu dents in her dramatic workshop and radio speech classes at the University of Cincinnati how to wobble their tongues to get the correct "r sound. Difference in the "r" sound Is based on its position in the word and its combination with other consonants or vowels, Miss Dow den says.
