Thomas, D., Utah, urged that we try to avoid a future Pearl Har bor instead of finding a scape Eoat for the last one. Sen. Harry F. Byrd, D Va., however, has called for a joint congressional resolution direct ing a court martial if the 1941 commanders at Pearl Harbor are not given one. If such open trials are not possible, he said, then congress should conduct its own investigation. Several other congressmen have demand ed fuller disclosures. Washington, Aug. 31 (U. Re state department efforts to clear former Secretary of State Cor dell Hull of responsibility for the Pearl Harbor disaster today paralleled continued congres sional demands for more infor mation and public trials for the men accused. The state department released a Hull letter of a year ago in which he emphatically denied that his last proposal to the Japanese on Nov. 26, 1941, was an "ultimatum," as it was called by the army board of inquiry. The army board said the Hull proposal led to the Japanese de cision to attack Pearl Harbor and indirectly criticized him for forcing the issue at a time when the army and navy were desper ately sparring for time in order to prepare. The letter did not answer the army charge that Secretary of War Henry L. Stimson was not advised by Hull that he had handed the so-called ultimatum to the Japanese. Hull said that at war coun cil meetings on Nov. 25 and Nov. 28 he warned of an imminent break with Japan and declared that the security of the U. S. was "in the hands of the army and navy." Hull himself has made no statement on the charges except to state that after careful study of the reports he will say what ever seems called for. Officials doubted that at this time he per sonally would enter the nation wide debate created by publica tion of the Pearl Harbor reports. Some officials hinted today that the files of the Japanese foreign office, if not completely destroyed, may throw more light on Japan's surprise move in late 1941. Some congressmen want to drop the whote matter. Sen. James E. Murray, D., Mont., sees "nothing to be gained" by investigations. Sen. Elbert A city Is people; just people. A one-legged man selling pencils, the stump of his missing leg bare, scaley and revolting. A blind man play ing Rescue the Perishing, off key and with excruciating varia tions. The city is babies; dainty babies and dirty babies. Babies with cute nubbiny noses; babies with leaky noses. Babies whose fat little behinds are encased in silk; a baby whose undiapered state leaves its sex no matter for conjecture. A city is sailors and soldiers wooing girls in the shelter of a doorway; or of a lamp post; or no shelter at all. Matrons eye these with disapproval or sym pathy, according to their nature. Girls alone look at them wish fully; as do boys alone. The city is expectant mothers; hordes of them. Their youth digs down into your heart. Life has denied them so much. Yet be entirely denied they will not and that the future is made secure by their insecurity seems a little unjust. The city is people and It gets into your blood and you hate it and love it; are repelled by it and attracted by it and you wouldn't have it any other way. Any other way and it would not be The City. Douglas Mac- Arthur's arrival to the coming of Commodore Perry 92 years ago. "Japan's reconstruction can be possible only in a spirit of friend ly cooperation with other coun tries of the world," the Times said. ' Only through such amity can Japan expect good relations in return and eventually, aid and cooperation."
