Baldock joined today in a program de signed to encourage safe driving in Oregon during the September Labor Day holiday period. The three state traffic author! ties, representing the three E's of accident prevention Educa tion, enforcement and engineer ing, said their action was prompted by anticipated increas es in traffic volume and pace, resulting from recent abandon ment of wartime restrictions on gasoline and the 35-mile speed regulation. Here is what the three officials had to say: Danger Greater Secretary of State Farrell: 'Exposure to accidents Is certain to be greater during the Labor Day holiday period this year, as a result of increased volumes of traffic, faster driving speeds and pool tires. But this increased exposure rueed not necessarily mean an increase in the accident rate. The individual driver can prevent accidents by observing traffic regulations, keeping alert to traffic conditions and consid ering the rights of the other fel low. Now that the war has end ed, it would be tragic indeed if the first Labor Day holiday should be marred by a serious traffic toll of human lives. Let's drive carefully and avoid acci dents." State Police Chief Pray: "We are faced with an inevitable In crease in traffic congestion and pace as wartime restrictions are released. The state police will be alert and vigilant to keep the flow of traffic moving in ac cordance with the law." State Highway Engineer Bal dock: "If the Labor Day traffic follows past experience, we may expect a vehicle volume three times or more greater than that of normal. days. The resulting congestion, particularly at points of limited sight distances such as curves and hill-crests, will in crease the accident hazard unless drivers exercise proportionately greater care. Oregon's highways are in excellent condition, and if the driver exercises common sense, remembers that his car may not be in the best of con dition mechanically, and drives accordingly, there need be no iiv crease in the accident rate dur ing the Labor Day holidays." Travel Heavier - Traffic recorder figures show that on Labor Day of 1941, a to tal of 12,095 cars passed one recorder on a major highway. This was four times the normal day's volume of around 3,000 cars. Farrell said. During the war. the volume dropped consid erably and on Labor Day of 1944, the count at the same re corder was 3.534 vehicles. Since, in normal years, the Labor Day volume is from three to four times greater than on nor mal days, we may expect similar increases this Labor Day, now that wartime travel restrictions have been eased, Farrell de clared." This sharp increase in traffic volume, combined with an increase in pace, spells trouble for the unwary motor ist." Safety Rules Listed The three state officials listed these five rulet of safe driving and suggested their observance in the interests of accident pre vention and vehicle and tire con servation: 1. Drive at a speed safe In the light of traffic conditions. 2. Never pass on curves or at hill crests. 3. Keep In line when caught in a long line of cars. Jockeying in and out of the right-hand traffic lane is dangerous In con gested traffic. 4. Avoid driving when drow sy. Have an alternate driver, or stop at the side of the road for a nap. 5. Observe traffic regulations at all times. "Our first post-war Labor Day holiday period need not be mar red by traffic accidents if Indi vidual drivers will accept their responsibility in avoiding them, Farrell declared. Be careful how you answer, for it depends largely upon your own in telligence and the standard of intelligence in your imme diate neigh borhood whether you suffer much, little or not at all from the mosquito nuis ance. Dr. Brady If this Is not quite obvious to you, here are some indisputable facts to make it clear: 1. Mosquitoes breed ONLY In stagnant or standing water salt water, fresh water, pure water, poluted water, water standing In open well, cistern, barrel,' can, cowtrack, wagon rut, obstructed eave trough, pond, pool, fountain where ever water or watery liquid may stand for a week or more. 2. Mosquitos commonly hide un der weeds, tall grass, shrub bery, etc., through the day time. But they do not breed there, unless there is a bit of broken glass or an old can or piece of crockery that holds a little water. 3. Spraying a little kerosene or petroleum oil on any such collection, pool or reservoir of water keeps a film on the surface which preven's the mosquito larvae from breath ing and so stops the cultiva tion of mosquitoes. If your neighbor Is both Ignorant and obstinate about this, try giv ing his mosquito-growing pool a shot of kerosene or other petroleum oil some night when he isn't on guard. Of course this doesn't pro mote the longevity fish In the pool, or of plants, but it does improve the enviroment so far as the mosquito nuisance is concerned. 4. Minnows, If you can pro cure them, eat the mosquito lar vae and so at least tend to ameliorate the nuisance. Gold fish are of no value for the pur pose. 5. If the water Is running water, even tho the same water is kept circulating round and round by water pump, or if it is naturally running water, mos quitoes will not breed in it. If the water in a standing poo', barrel, or other container is drained and fresh water suppli ed at least once a week, mosqui toes cannot breed in it. If the water in barrel, well, cistern or, other container Is kept careful-j ly screened, the female mosqui- j to cannot deposit her eggs on the surface and so mosquitoes j cannot breed in it. ! 8. If you use kerosene or a mixture of one-third kerosene with two thirds crude oil, the surface should be sprayed about once a week, as the film of oil ' is volatile and may disappear In that time. I 7. In surveying a neighbor-1 hood or district for mosquita-j breeding nuisances, do not over-! look such likely places as old unused wells or cisterns, privy 1 vaults, sewer outlets, pot-holes,! watering troughs, sagging or ob-i structed eaves.
