Wall Street New York, Aug. 10 (U.R) Stocks and bonds turned Irregularly- lower today after a strong opening in response to Japan's offer to accept the Pots dam ultimatum. Commodity prices declined. In London the reaction of the news, which came when brokers were at lunch, sent prices of stocks and bonds higher with greatest emphasis on far eastern issues, including Chinese and Japanese sterling bonds and shares of Uie Hong Kong Shang hai Banking Corp. Gains were maintained at the close, despite profit-taking. On the New York stock ex change selling got under way in the rails. Aircrafts wre also heavily sold. Motors, which would benefit from cessation of war produc tion, showed rallying attempts. Steels, softened. Building equipments were firm. Mer chandising shares showed late gains ranging to a point in Wool worth and Sears Roebuck. Preliminary closing Dow Jones stock overages: Industrial 165.14, up 0.S9; railroads 56.24, off 1.56: utility 32.51, off 0.05; 65 stocks 62.45, off 0.36. Sales totaled 1,690,000 shares, the most since June 29, compar ed with 1,460,000 yesterday.
