Heller, member of the Federal Surplus Property board, today elaborated his sug gestion that an all-western syn dicate permanently operate the $300,000,000 Geneva, Utah, and Fontana, Cal., basic steel plants, "to lift the west out of colonial status and make it an industrial part of the United States." Several days have elapsed since Heller first made public his proposal, and in that time Vie has heard the reaction of big western interests. With this re action in mind, he urged three steps for westerners to make them owners of their own steel industry: 1. The all-western syndicate should be headed by an influen tial westerner like A. P. Gian ninl, retired head of Trans america, with Henry J. Kaiser as management chief, and per haps Walter Mathesius. president of Geneva, in charge of opera tions. 2. Working capital could be raised through open public sub scription with investment houses obtaining pledges without fee, as their part in aiding the west's future. No cash need be nut nn at this.point. 3. Washington could then be advised of this underwriting, and the syndicate could negoti ate with RFC and the Surplus Property board, obtaining all facts from the government's study of Geneva and Fontana. The syndicate could make an of fer to buy or lease one or both of the plants, with option to buy, obtain congressional approval and be in the steel business be fore the war ends.
