Endorse Charter Sharp sectional conflicts de veloped over the warborn food problem after three days of har monious discussion generated by unanimous endorsement of . the San Francisco world security charter. In a resolution covering the food study, the governors en dorsed continued federal food administration but authorized a three member committee to ex plore conditions and seek possi ble remedies In cooperation with federal officials. The state chief executives were pledged to go back home and evangelize for public sup port of United States leadership in the international peace eon-fcrence. First Since 1776 . The July Fourth endorsement of the United Nations charter was the first foreign policy com mitment by the states, in con cert, since the Declaration of In dependence in 1776. Gov. Edward Martin of Penn sylvania was elected new con ference chairman. He succeeds Gov. Herbert B. Maw of Utah. In six resolutions, the confer ence advocated broader powers for the states In administrative functions now managed by the federal government. These In cluded: I (1) Allocation of "more tax1 revenue sources" to state levy; (3) state supervision of unem ployment compensation pay ments; (3) state management of employment services; (4) state supervision of federal aviation development funds; (5) retention of the National Guard, and (6) uniform state direction of all federal-state cooperative actions, Ration Criticism The food problem resolution evoked criticism from midwest- ern governors against federal food management "without test ing the needs and sentiments of various localities. Gov. Andrew Schoeppel of Kansas led a movement for a gubernatorial committee to meet with federal officials. He also favored a recommendation for rigid inspections on imported meat from South America. Northwestern governors tried to get endorsement of their plan for separate ration stamps for meat, divorcing the coupons from butter and other fats. This was lost when a brief resolution was passed authorizing forma tion of the committee.
