In desperation the defense decided to put on some excerpts

MOVE TO LEGALIZE
NATIONAL STRIKE
Washington. Feb. 28 (U.R)
The United Mine Workers to
day took action which would
enable them legally to call a
strike in the nation's bituminous
coal mines.
They did so by formally no
tifying three federal agencies
that they consider a dispute ex
ists with the operators "within
the meaning of the Smith-Con-nally
act." This act set up ma
chinery for' taking strike votes
after 30-day "codling off" pe
riod.
The action was ordered by a
unanimous vote of the UMW's
wage policy committee at the
opening session of three-day
meeting here. The union will
start negotiations on Thursday
for a new two-year contract with
soft coal producers to replace
an egreemwit which expires at
midnight, March 31.
The notice that a dispute al
ready exists was sent to the
war labor board, the national
labor relations board, and the
labor department. In so doing,
the UMW invoked a law which
was written as a result of coal
strikes two years ago.

PLENTIFUL, SAYS WPB
New York (U.R) There Is

the nation.
WPB officials explain that 100
per cent of the penny-box and
35 per cent of the paper-book
matches have been earmarked
for the military services because
of their cargo-space-saving com
pactness, but that there are 200
billion old fashioned kltcnen
matches available for civilian
consumption. This, the officials
say, is more than enough for all
purposes if smokers will forget
the "free" matches they used to

Legislative By-Product. The
battle in the house over what
to do about the George Bill (the
bill to take the RFC and other
lending agencies from the control
of the secretary of commerce)
had an interesting result in an
other direction this week. Two
bills which probably would not
have reached consideration for
months suddenly came up Wed
nesday and were passed. One
bill is known as the insurance

period of time before being
placed definitely under the anti
trust 'laws. The other was the

Action on these bills was di

Under a procedure known as
'Calendar Wednesday," which
has been dispensed with for some
years, any regular committee
may call up a bill for action
on the floor. The majority lead
er decided to use this means of
bringing the George BUI out.
But he overlooked the fact that
the Calendar Wednesday rule
also requires that committees be
called in a certain order. The
committee on judiciary, con
trolled by antt-Wallac,e Demo,
crats, comes ahead of the bank-
lng and currency committee on
the list as it is called. When the
clerk reached judiciary on the
list, the chairman of that com
mittee took the floor and called
up the Insurance bill, After it
was acted upon, he then called
up the Hobbs Bill. This con
sumed the remainder of the
afternoon. Thus the George Bill
did not come up for considera
tion on Wednesday,
The anti-Wallace members of
the rules committee finally weak'
ened, however, so next day the
George Bill came onto the floor
with a regular rule.
