TEN MEDFORD MAIL TRIBUNE Wdnwdiy, Jan. 10, 1145 10 TAKE SHARE IN PEACE PLAN If America doesn't become member of the proposed United Nation organization, and as sume her share of responsibility in solving social and economic problems and keeping the peace, a third world war is inevitable according to Mrs. Ralph Rasmus sen, president of the Oregon League of Women Voters who spoke to league members last night at the Girls Community club. Mrs. Rasumssen explained in detail the proposals drafted at the Dumbarton Oaks confer ence and urged her listeners to write the president and secre tary of state urging that its rati fication be put before congress at once. Provisions of the Dumbarton Oaks charter Is to the effect that the United Nations organization would be headed by a general assembly, a policy making group after the order of the United States congress, with each mem ber nation permitted one dele gate. Other units would be a security council, charged with "keeping the peace problems" and empowered to deal swiftly with acts of aggression; an in ternational court which would deal with problems of Justice; a council to handle economic and social problems; a military coun cil and a secretariat. ; The security council would be made up of 11 persons, five to represent the five great pow ers and six chosen from smaller nations on a rotating system; would have the power to settle local disputes and advise non members who presented prob lems, according to provisions of the charter. It would further have the power to Impose quar antine restrlcions on aggressors and resort to armed force if ne cessary. According to the plan as out lined by Mrs. Rasmussen, the economic and social council would be made up of 18 mem bers who would be outstanding a u t h o r I ti es on international economic and social matters and would have a number of sub-commissions. The organizations' secretariat would probably be given diplo matic status and would be re sponsible only to the organiza tion and not to their respective countries. The speaker said that of the 44 nations repre sented at Dumbarton Oaks, 90 per cent agreed with the gen eral provisions of the charter and that seven nations had al ready ratified It roinung out that the League of Women Voter had always believed "isolation neither prac tical or possible" and now con siders the matter of stimulating public interest in the proposed United Nations organizations its most pressing work, second only to the actual war effort, Mrs. Rasmussen urged her lis teners to bend every effort to the task.
