Dee. 3 Special Correspondence) The usual last minute Jam of legis lation has arrived in the House. Adjournment of the session Is tentatively planned for week aft er next. That leaves some 10 working days unless sessions are called for the two Saturdays All bills still pending when the 18th Congress ends will be fleaa Most such bills will be reintro duced in the new Congress whicr technically is scheduled to convene January 3, 1945, but all will have to be put through the complete legislative process again no matter how far they may' have progressed during this Congress. A BOX I Introduced (H. R. 1688) which Is for the purpose of settling the dispute between the Interior Department and the Department of Agriculture re garding jurisdiction over some 460,000 acres of land which lie within the external boundaries of the O & C land grant, was reported favorably this week by the House PutHe Lauds Com mittee. I am hopeful that it can be acted upon before adjourn ment. Inadditibn to settling the long standing dispute, this bill pro vides for the elimination of the troublesome checkerboard pat tern of ownership in the O & C grant. Furthermore, we includ ed a paragraph In the bill which gives the same rights with re spect to minerals in the disputed lands as exist with respect to other lands in the public ' do main. ' I hope during the next session of Congress to secure the pas sage of a bill which will give similar mineral rights on all O & C lands. I introduced such a bill some time ago. Largely due to the fact that hearings on the bill could not be held in the West this year, the bill has not yet been reported out by our committee. It seems advisable to have testimony on the subject from those most concerned. When they are able to state for the record at a formal hearing why the relief provided in the bill is necessary, we can develop a case that will Impress the com mittee favorably, I am sure. Meanwhile, if the O St C bill just reported Is passed, proper mineral rights will have been established on at least that much of the O & C lands. e e . e TUESDAY, December 5th, we are scheduled to consider the bill which will prevent the up- ping of the social security tax rate. It is commonly referred to as the bill to "freeze" the social security tax rate. There may be some misunder standing regarding this proposal. The proposed "freeze" will have no effect at all upon the benefit payments made under the social security law. It merely has to do with the tax levied. .' The facts seem to Indicate rather clearly that there is no necesity to double the amounts now collected from all em ployees and all employers for the social security fund. The fund already built up is now 26V4 times the amount annually paid out in benefits. Statistics made on -the basis of life insur ance formulas indicate that the present rate could be continued for ten years if necessary with out damage to the reserve. The Increase' from one per cent, to two per cent, if it is hot stopped by Act of Congress, will be nothing more than a straight gross Income tax of one per cent on all wages IN ADDITION TO ALL OTHER TAXES NOW BE ING PAID.
