Wright left for San Francisco Friday after spending two weeks at the home of his parents, Mr. and Mrs. H. W. Wright at Brownsboro. . Ensign Wright enlisted in the Navy V-12 program about two years ago. Miss Lois E. Wright, wel der at Willamette Iron and Steel Works in Portland, also spent two weeks with her family while her brother was home. Baby Daughter Pfc. Charles R. and Mrs. Turner are the par ents of a daughter, Malinda Ann, born October 26, 1944; at Camp White hospital. Mrs. Tur ner will be remembered as Miss Norma Mitchell and is making her home with her mother, Mrs. Paul Jennings at 304 North Ivy street, Medford, and Pfc. Turner is now stationed at Fort Meade, Maryland. Guardian A r r i t i n g Mrs. Edna Edna B. Stanley of Gres- ham, Ore., grand guardian of Daughters of Job for Oregon, will arrive in Medford tomorrow morning for her official visit to Medford Bethel. Tomorrow night she will be honored guest of the Bethel at a meeting in the Ma sonic Temple. Formal initiation wil be held. The meeting is scheduled for 7:30 p. m. Two Commissioned Stuart T. Wharton of Medford and Robert Lee Scott, formerly of Central Point, were both recent ly commissioned second lieu tenants at the army's Infantry School, Ft. Benning, Ga a re lease from the school states. Lt, Wharton, a son of Mr. and Mrs. H. E. Wharton, 1134 West Ninth street, served with an AAA Command at Boston, Mass., be fore entering officer candidate school and was employed by the Jennings Tire company before being inducted into the army. Bricker of Ohio gathered forces here today for the final spurt of his national election campaign which re sumes tomorrow night at Toledo after climaxing his drive tor la bor votes before a howling au dience of 15,000 last night at Detroit. Mor rison announced today she had received permission from th Roman Catholic church and would file suit for divorce later today from Screen Star John Wayne. Wayne, former University ot Southern California football star, end his wife, ' separated May 27 after ten years of mar-' has been serving with the airj rled lite. Wayne said they had corps and upon termination of the month's furlough will report In California for reassignment. The trip home was made by air, the corporal reports. Cpl. Gil bert attended Medford high school, playing with the school orchestra and band and for six years was employed in Klamath Falls by the Lost River Dairy be fore entering the army air corps. On the ballot at this election there Is a proposed constitutional amendment Increasing the states share in the cost of supporting public schools. On the other hand, it lessens the costs of schools to the local districts. It also provides some extra money, which will be needed to operate schools foT the next five years. The amendment would require the state to contribute 45 cents per day, per pupil in actual attendance In the elementary and high schools. This means the state would be assuming about 55 of the total costs of those schools and the local districts 45. There ere now In the state, as a whole, about 29.0DD.0OO m-nll ) r year. At 45 centi per budU day this would 13,000,000 per year. Now tins la not all additional money for the schools, by any means, because this fund will absorb and cancel two other funds which now come to the schools. These ere the Elementary Fund of about $2,000,000 and the Income Tax Diversion Fund of $5,000,000, which is now more or less of a temporary oil set to local district taxes. This leaves about $3,000,000 which will be additional money for the schools until 1950, to tide them through the war and re-adjustment period. WHY MORE STATE AND LESS LOCAL TAX SUPPORT FOR SCHOOLS 1. All states support their schools by both etate and local tax fundi. The pie portion of the total which the state contributes ranges from 92 in Delaware to 1.4 for Iowa, end 1.7 for Oregon, in Washington, the state contributes 57.6. In California it is 43.3. but there is a bill on the California ballot this election very materially increasing the proportion the state will bear. (These figure are taken from Report o! Reiearch Division, National Educa tion Association 1941). In 1942. as a result of the Initiative measure passed by a large majority, 15,000,000 surplus income tex funds ere now being used to reduce local school district taxes. The reduction in Medford was about S'j mills for last yean other diairisti similarly. If the proposed amendment carries, this reduction in local school taxes should be materially increased. 1. When funds are reised on a state level, the Hate can make use of several ' different forms of taxation to distribute end cushion the load, making it more easily carried by localities and individuals. The local district has only one form the property tax evailabe to it or Ali of Us purpoies, school, city, county and others which means this form of taxation Is uaually overburdened. S. By means of a state fund lt Is possible to adjust some of the large Inequalities among local districts In their abilities to support schools. Education of the people is a matter of more than community concern. With our mobility is population each local district is not only interested in the type of education it offers but what is afforded by every other district. 4. When taxes are levied on a state wide bests ALL property within the state helps to support schools. At present, there is considerable amount of - property within the state which pays no school tax. 8. Under our constitution and laws the state is responsible for a uniform and ' adequate system of public schools, but with the constitution in its present form, the legislature is unable to supply stete support edequate to this end. The proposed emendment implements the conititution to make this possible. (. Local school districts, these times, held as they ere by the six per cent conitl tutional limitation, cannot cope with present rising costs due to increased ' enrollments and drastic teacher shortages, unless materially aided by state support.
