The general election in Oregon
has started.
Although election day is not
until November 7, the first bal
lot marked by an Oregonian may
already have been cast by a
serviceman or woman.
Nearly all the soldier and sai
lor absentee ballots have been
mailed by this time, and many
servicemen in this country have
already received them. Others
will be getting them soon.
Servicemen may mark and
mail in their ballots as soon as
they receive them.
Some Mail Later
The Oregon soldier voting law,
as passed by the last legislature
and administered by the secre
tary of state, compares favorably
with those of many other states
in getting ballots to servicemen
In this state mailing started as
soon as possible after 5 p. m. last
Friday, the filing deadline, 45
days before election.
While some states mailed out
ballots as long ago as July, oth
ers, such as Arkansas, will give
considerably less time for bal
lots to go and return. Only 13
days are allowed for this in
Arkansas.
Servicemen's votes will be a
not inconsiderable portion of the
votes cast in Oregon this year.
An estimated 50,000 soldiers will
have requested ballots before the
election, and a large percentage
of them are expected to vote. In
case of close contests, they may
very well be enough to swing
the decision one-way or another.
Such a large number of absen
tee votes brings an entirely new
clement into the election. Many
voters will have to vote without
having heard all the pros and
cons of various candidates and !
measures from their proponents
and foes, in the state elections.

are pretty well drawn, with the

The war manpower commission
has smoothed the path to jobs
for returning war veterans by
removing all employment con
trols for ex-servicemen.
Under the new order, Issued J
u w nirector Paul V. Mc-
Nutt, veterans will need neither
availability certificates nor re
ferrals by the United States em
ployment service but may accept
any job they are offered.
They may also have their
choice of jobs offered by the em
ployment sen-Ice regardles ci
the job s priority status.
It cost $8.25 and took 2.8 man
hours to load a 240-mm. howit
zer shell in April, 1943. It cost
$5 02 and took 1 5 man-hours to
load the same shell in February,'
1944.

man Thomas and Claude A. Wat
son, both running as independ-
ents because the socialist and I
prohibitionist parties failed to
qualify In Oregon.
Two initiatives will appear
among the nine proposals on the
ballot the school support fund
amendment, and the "Little!
Townscnd Plan" or "$G0 at 60"
bill, the controversial measure
which won a place on the ballot
when litigation in Marion coun
ty and the supreme court failed
to keep it off.
The other proposals, four
amendments and three laws, include:
Authorization for counties to
have a maangerial form of gov
ernment; authorization of a war
veterans fun dfrom which loans
can be made, financed from
