Scott Refuses Approval of Scheme to Acquire Over 30,000 Bbls. Whiskey. By Jerry Hannifin (United Press Correspondent) Salem, Ore., Oct. 29. (U.PJ State Treasurer Leslie M. Scott. who is out of town, has been accused of chilling a proposal oy trie state Liquor commission to buy up distillery stock in order to provide whiskey for Oregon s thirsty and money for the old age pension. The commission was supposed to have arranged the acquisition of more than 30,000 barrels of whiskey, provided the state of Oregon bought the capital stock of the Waterfil-Frazier distillery in Kentucky, together with Its stock of whiskey. Would Aid Company Direct sale of the liquor to Oregon would have Increased the company's Income tax rate Into the 80 per cent bracket. However, if the company sold its capital stock to Oregon giv ing it ownership of the liquor the deal would be assessed only I 23 per cent capital gains tax. The scheme provided a third party who had agreed to take over the capital stock, leaving the state in possession of the liquor. The deal would have involved approximately $4,500, 000. But Scott refused his official approval of a necessary Liquor commission voucher or his signa. ture on a warrant of that size. To begin with, there isn't that much money in the liquor fund. Scott asked the attorney gen eral's opinion and was advised the proposed deal was not pro hibited by the state's constitu tion. However, the state constitu tion reads: "The state shall not subscribe to or be interested In the stock of any company, as sociation or corporation." Open To Challenge Therefore, a citizen might bring proceedings challenging the cashing of a warrant for purchase of a corporation's capi tal stock. And it's a certainty one will do so If the proposed deal were closed. Meanwhile, the distillery's representatives have taken their proposal to Olympla, where it is being offered the state of Washington. Former Governor Walter M. Pierce's legal residence is in Union county, and it's there the ex-congressman will cast his bal lot in the primaries next spring, as he has maintained his resi dence in northeastern Oregon for more than half a century. T GIVEN BY GREEN A report on the newly com pleted day room for servicemen at Camp Mott, near Dunsmuir, Calif., has been submitted to the Siskiyou Camp and Hospi tal Service council of the Red Cross by G. R. Green, Medford chairman of the dayroom and sunroom committee of the coun cil. The room ' was dedicated I recently with Mr. Green and Frank B. Gray, field director of the Red Cross for this area, in attendance and speaking dur ing the dedication ceremonies. Mr. Green stated that contri butions of money and material were secured from business con cerns and individuals in Duns muir, Mt. Shasta and Weed and that the room was finished knotty pine and furniture made by the men of the camp in stalled. The room also has a service bar and is equipped witn game tables, bookcases and magazine racks. What's Doing at U. S.
