Two formerly lucrative crimes
kidnaping and bank robbery
appeared today to be disap
pearing from the American
scene: . ,
The underworld apparently
has found such ventures un
wholesome since they were
placed under the jurisdiction of
the Federal Bureau of Investiga
tion by the Lindbergh act of
1932 and the federal bank rob
bery act of 1934.
Major emphasis of the war
time work of the 5,110 special
agents under FBI Director J.
Edgar Hoover is directed toward
national security, but there has
been no relaxation of the investi
gation of other crimes.
Two Kidnaps Unsolved
Only two of the 256 kidnap
ing cases investigated by the
FBI since 1932 remain' un
solved.' In one of these the
kidnaping of Charles Fletcher
Mattson on December 27, 1936,
at Tacoma, Wash. more than
23.000 suspects have been elim-

The last time ransom was
known to have been paid in a
kidnaping was on July, 1938,
when Norman Miller was snatch
ed in New York by the same
gang Involved in the Fried kid
naping of 1937. Ransom was
demanded, but not paid, in the
kidnapings of little, Marc De
Tristan in California in Septem
ber, 1940, the Cash case in Flori
da in May, 1938, and the Peter
Levine case in New Rochelle, N.
Y., In February, 1938.
In the fiscal year ended June
30, there were 29 minor kidnap
ings all solved. During the
same 12 months, there were 47
kidnapings convictions with sen
tences totaling 461 years, 10
months and three days. In none
of these was a demand for ran
som made.
1932 Robbery Peak
Bank robberies reached their
peak in 1932 when 608 banks
were robbed of $4,503,331. Two
years - later the national bank

robbery act was passed and the
incidence of such cases had
dropped 92 per cent during the
last year. Last year there were
only 48 bank robberies with
loot totaling $194,476. Largely
as a result of FBI activities, in
surance rates in this field have
been drastically reduced.
' During fiscal 1943, there were
92 bank robbery, burglary and
larceny convictions with sen
tences totaling 725 years, two
months and 10 days. .

Recognize His Mother Here From
Her Photograph Seen Aboard Ship
Because Elmer Settell keeps a picture of his mother in his
quarters on one of the navy's destroyers, Mrs. Anna Settell of
Thomas Road made the acquaintance of six navy men out of
the same fleet unit not long ago. Mrs. Settell had accom
panied her daughter to a dance when the six young men cam
up and one addressed her by name. He relieved her bewilder
ment by explaining that he had recognized her from the pic
ture and then gave the surprised mother recent news of her son.

Mrs. Settell stated that she
sends her son, who is a seaman
first class, copies of the Home
Front each week and that he
had written to say that after
reading each copy he put it up
on. the ship's bulletin board.
After a time the copies are
handed around among other
men of the squadron of ships
until they are so worn they are
no longer legible
Recently Seaman Settell wrote
that he had been slightly in
lured in an explosion aboard
the ship, but that he had soon
recovered. Settell, who has been
in the navy three years, attend-
ed the Medford schools and at
on time carried papers for the
Mail Tribune. His ship operates
in the Pacific.

The scope of the current cam
paign for the Medford Commu
nity and War Chest and the ne
cessity of generous support of the
drive were stressed in a brief ad
dress before the Medford Rotary
club Tuesday by Otto de Jar
nett, representative of the Toast
masters' club. The luncheon
meeting was held at Hotel Med
ford.
Local Institutional members
and the participating agency of
the local chest were listed by Mr.
De Jarnett and their activities
briefly discussed. Urgency of the
need for the 1 17 beneficiaries of
the United War Fund, incorpo
rated in the drive, was further
emphasized.
