MAN HELD BY his car. The second copy of the Check Represents Appor tionment Under Recently Enacted Law County School Superintendent Charles R. Bowman announced today receipt by the county of a check for $90,766.50, represent ing one-half the yearly appor tionment due Jackson county from the state school support fund under a law passed by the 1943 legislature. A similar amount will be apportioned next April 15. . The new law, which wa sponsored by the Oregon Stae Teachers' association, was one of the most controversial issues at the last session of the legisla ture. It provides that $5,000,000 of surplus state Income revenues shall be apportioned annually among the counties for distribu tion among the school districts to offset any special school dis trict tax levies made. Apportion ment is based on average daily attendance in the school dis tricts. Most to Medford Medford school district 49 will receive the largest share of the total apportionment, $58,633.92. half of it now and half on April 15, when the county receives the balance of its apportionment. Ashland school district 5 will receive a total of $25,436.07. Other school districts In the county, with the amounts thev - are to receive, are: Phoenix, $6652.01; Jacksonville, $6065.71; Gold Hill. $5631.65; Rogue River, $5093.70, and Prospect, $4270.93. Several of the smaller county school districts made no special tax levies and will receive none of the apportionment. Ashland. Oct. 20. (Spl.) Pvt Blanche Tennerholm of Camp White was chief speaker at the meeting of the Ashland branch of American Association of Uni versity Women at the October meeting. Pvt. Tennerholm, a na tive of France, is a professor of French at Russell Sage college, new on leave to serve in the WAC. She spoke of conditions In France, having returned there frequently before the war. She has made a total of 22 trips across, and waa in France when the war started. Without con doning the Laval type of Vichy Frenchmen, she spoke with sym pathy of Marshal Petaln's inten tions toward France. Her sin cere and forceful address was warmly applauded. Ralph B. and Walter D. Green were granted a retail beer class C license for Clays, 100 West Main street, which they recently purchased from Charles Clay. a similar license was granted Walter L. Dale and Bessie D. Dorn, operators of the Victory cafe, 42 South Central avenue. Earl J. Moss, operator of The Spot, 17 South Riverside avenue, was granted a package store class B license. The council passed an ordi nance authorizing the Medford Water Commission to execute a contract with the United States of America to supply water and sewage service to the 125-unit Federal Public Housing project near the Jackson school. Another ordinance passed ded icated a 50-foot section on Haven street between Columbus and Summit avenues for street and alley purposes. The section has been open to traffic for some time, but had not been officially designated as a street and alley. Absent were Councilmen Her man and Schade. L CARNIVAL FRIDAY Lincoln school's annual car nival will be given at the school gymnasium Friday evening of this week, with the doors open ing at 7:45 p. m. The affair is sponsored by the Lincoln Par ent-Teacher association, of which Mrs. Jennie Lawless is president. The carnival will have a program and the usual carnival features such as a fish pond, games, a costume parade and refreshments. The evening will end with an auction sale. Par ents and friends of children attending the school and the general public are invited to attend. MASTER TO VISIT . JTILLE Grand Master for Oregon, Kenneth Robb of Baker, and other state officers of the Ma sonic order will be at Warren lodge number 10 in Jacksonville Oct 21. Central Point, Ashland and Medford Blue Lodges will go to Jacksonville for a Joint meeting. Dinner will be served at 0:30 p. m., with entertainment plan ned. R. D. McCarty, master of the Jacksonville lodge, invited all Master Masons of the area to attend. Phoenix P.-T.A. To Be Organized At Friday Meet Phoenix, Oct. 20 (Spl.) A Phoenix Parent-Teacher associ ation will be organized at a meeting scheduled for Friday of this week and to be held at 2:30 p. m. at the old high school building. Mrs. Sarah Puhl, Med ford, district president for the Oregon Congress of Parents and Teachers, will be guest speaker. Mrs. Paul Freer is the local organization chairman. A short program will be given and refreshments will be served. G. Gentner, 22 Groveland Ave., dis trict vice-president of the Ore gon Federation of Garden Clubs "Many of our homemakers have come from all parts of the country to care for our boys in the hospital, and house plants can make a more cheery at mosphere for them to come to at the close of the day, especial ly during the dreary winter months," Mrs. Gentner stated to day. "Perhaps you do not have plants to share, but you may have pots or containers which you would be willing to donate. "A goodly number of plants have been promised, but con tainers are difficult to locate and tin can salvage means we need extra help in securing contain ers. Those having pots or potted plants which they will donate are asked to leave them at the Riverside USb where they will be collected. "We would like to have all persons making donations to write their name on a wrapper or slip of paper attached to the donation. It is hoped that many people will take the time now to find some plant in the garden that will continue to furnish col or or beauty if potted this week, as a very large number can be used." AUSTIN STREET A dog poisoner is at work in the vicinity of Austin street according to information re ceived at the Southern Oregon Humane Society where it was reported today that the cocker spaniel pet of Capt. G. D. Kitt ridge's family had been poi soned. The spaniel was the companion of the Kittridge's small son. Mrs. Sidney Richardson of the Humane - society warned other dog owners of the district to be on guard. She stated that the dog's death had been diag nosed as due to strychnine poi son by a local veterinarian. The Kittridge family resides at 509 Austin St. Rex Vernon Wlnburn, 41, Is held In the county jail as a sus pect in a knife slaying at a schoolhouse dance at Trinidad, Colo., November 2, 1030. The sheriffs office reported today they had been advised by Colo rado authorities extradition pa pers were being prepared, and they would come for Winburn in a couple of days. "I am Innocent, but not sur prised," Winburn was quoted by Sheriff Syd I. Brown, as saying when advised of the charge. Lo cal authorities know nothing of the details. Winburn was arrested at Rogue River, October 4, where he was employed in a sawmill. He has been In this section for two years. He has been held in the county jail to serve out a sentence of 30 days for driving an auto while drunk. Since then the murder suspect charge de veloped. Winburn was found guilty of drunken driving and sentence was suspended in jus tice court on condition he would make monthly payments. This he failed to do. He has been In no other trouble here, authorities said.
