And there will bt) frills and fancies In abundance, because th Office of Price admlnistra tlon Is confining Its regulation of spring and summer dresses to a rigid control over manufac turers prices. Theodore Weinberger of the OPA legal staff, said styles and types of material will remain much the gams as in the past But If a dress is priced at $3 75 he said, the manufacturer must put at least 12.93 of value Into material, trimmings and labor. He Is allowed a maximum mar gin of profit of 48 per cent Since most manufacturers give a discount of eight per cent, the actual profit will be about 41.3 per cent "Formerly a dress with a good eye appeal that was the rage could sell for almost any price. regardless of value," Weinberger said. 100,000 OF.EEKS STARVE London, Dec. i U.rT Andre Mlchaloupoulos, Oreek minister of lnforrritlen, reported today that at least 100,000 of the 1,000,000 r 4 1 d t n t Athenians have died of starvation during the 19 months of Axis occupa tion. if ones .
