PAGE FIVE ST. Ceiling Prices Fixed For Dressed Beef To Control Cattle Cost Washington. Oct. 1 (U.R) The office of price administra tion, acting "to check the rapidly rising cost of live cattle," tAday limited the top prices which beef slaughterers and wholesalers may charge for dressed products. The order applies to packers and sellers who have "unduly" high individual ceilings, and limits the top price for choice or grade AA steers and heifers to 23 cents a pound. Those with lower ceilings prices, however, will not be permitted to raise them to the new level. The OPA said only a "small percentage" of sellers had "ab normally high celling prices.' Maximum prices on other grades' were: steers and heifera grade A, 21V4; B, 20; C, 18V4; grade A cows, 19V4; B, 18V4; C. 17V4; cutters and canners, 16V4. THe,lv.MCi≤p . - Dm Mail Tribune Want ads. Worth Star -Telegram PURCHASE RULES Reasonable Advertising Expense Deductible From Tax Payments In Statement By Commissioner Washington, Oct. 1. (U.R) The Bureau of Internal Revenue said today in a statement of policy that "reasonable expenses" by business concerns for advertising would continue to be classed as deductible expenditures for tax purposes. The statement was issued by Commissioner Guy T. Helver lng,' who amplified public state ments previously made by Sec retary of the Treasury Henry Morgenthau, Jr.. and by the bureau itself through corres pondence with the Association of National Advertisers, Inc. Helvering's statement follows: Mutt Be Ordinary "To be deductible, advertising expenditures must be ordinary and necessary and bear a rea sonable relation to the business activities in which the enter prise is engaged. The bureau recognizes that advertising is a necessary and legitimate busi ness expenses so long as it is not carried to an unreasonable extent or does not become an attempt to avoid proper tax payments. . "The bureau realizes that it may be necessary for taxpayers now engaged in war production to maintain, through advertising, their trade names and the know ledge of the quality of their products and good will built up over past years, so that when they return to peace-time pro duction their names and the quality of their products will be known to the public. "In determining whether such expenditures are allowable, cog nizance will be taken of (1) the size of the business, (2) the amount of prior advertising budgets, (3) the public patron age reasonably to be expected in the future, (4) the Increased cost of the elements entering Into the total of advertising ex penditures, (5) the introduction of new products and added lines, and (6) buying habits necessi tated by war restrictions, by priorities, and by the unavail ability of many of the raw ma terials formerly fabricated into the advertised products. No Definite Hula "No definite rule for deter mining what is reasonable in the case of expenditures for ad vertising can be laid down in advance so as to fit all situa tions and all classes of taxpay ers. In determining whether the amounts are reasonable it is necessary to take into considera tion all the facts and circum stances in each particular case. "The bureau will consider ap plications for individual rulings. It is. however, busy with an un usual volume of work, and it is believed that if taxpayers will keep in mind the foregoing gen eral rules, individual rulings will not be necessary except under most unusual circumstances." Construction of two recrea tion halls and an extension on St. Mark's Episcopal church on North Oakdale avenue was start ed Monday at an estimated cost of $17,000. It is anticipated that the church extension will per mit seating of approximately 80 more persons. The recreation halls are being added to the church primarily for the service men and will be a two-story addition on the south side of the church. Each will contain a fireplace and cooking facilities will be avail able. The halls will be smaller than the Episcopal parish hall lust north of the church. Kelp Received Members of the building com mittee stated today that J7.500 of the amount is furnished by the national church from the army and navy committee of the Episcopal church. Their aid was secured because of the useful ness of the recreation rooms to' soldiers at Camp White The re mainder of the $17,000 is from local sources. It is expected that. the work will be completed in about 90 days and is under the super vision of Ed Borg. Architects are Sutton, Whitney and Andahl of Portland.
