PAGE NINE oArmy Orders Shakeup After Fifth Column Story Ball-Up Washington, Aug. 14 OP) A complete and drastic reorgani zation of the public relations agencies of the army and war department to eliminate duplication of effort. Inconsistencies and "promotion" of news was announced today by Secretary of War Stimson. At least 75 of more than 100 public relations officers of vari ous arms, services and Bureaus of Washington outside the regu lar war department bureau of public relations under Major General Alexander D. Surles will be reassigned, if possible, to duty with troops, Stimson said. The case of Adolph Peck of the Lake Creek district, charged with possession of four unlicen sed dogs, was taken under ad visement when he appeared In Justice court esterday. Peck told the court he used the hound dogs In hunting cou gars and coyotes, and they were entered on the personal tax rolls. He said he was under the impression, Inasmuch as he paid taxes on them, he did not have to buy the county license tag Roy E. Jones, cantonment contractor, charged with viola tlon of the basic rule, in driving 43 miles per hour on North Riverside avenue, was fined $3 and costs. Jones informed the court, he was making $2400 per month, as a contractor, and dis cussed high Income taxes with the court. William McAvoy, cantonment laborer, charged with theft of two meal tickets at the canton ment mess, had his case taken under advisement. There was a misunderstanding over who was to provide the meal tickets, it was explained to the court, Charles W.
