Hence, national income should also break all previous records. I estimate tor 1942 that this should approximate $117,000,- 000.000. This is better than a 85 gain over 1939. By nation al income I mean the income re ceived by the people and not the Income or the federal govern ment. How It is saved or spent and particularly the share of it that retailers will get is of vast importance to all of us. Saving and Tax Both On Riaa Individual checking and sav ings accounts are rising. This means that funds are accumulat ing for future purchases. Taxes, of course, are headed sharply upward. Including the purchase of war bonds, for which the gov ernment has asked only 10 of our Income, savings and taxes will probably account for about $31,000,000,000 of the peoples money this year. This would leave some $86,000,000,000 for food, clothing, rent, fuel, elec tricity, and ice; house furnish ings, church, benevolences and charities; insurance, miscellane ous items, garbage pail and other forms of waste. Until congress decides what form the new income tax bill will take, no one can closely estimate the charge for individ ual taxes. Some form ot month ly payments covering personal income taxes in advance, thru deductions from . salaries and wages, may lie ahead. This would supplement the pres ent sal ot tax anticipation notes. Luxury taxes, real estate taxes (which may rise as a re sult of a decline in gasoline taxes if rationing becomes nation-wide), state, gift, and other forms of taxes surely will take a larger share of income this year than last. However, as the tax outlook la still uncertain, I have considered savings and taxes to gether in the above estimate. Allocation oi National Income In my opinion there could be spent in retail shops this year approximately sho,74,uoo,uuu Of this, $24,596,000,000 could go for food and the balance of $38,478,000,000 could be spent in department stores and other retail outlets for all other pur chases except food. Receipts of motion picture theaters, restau rants, and hotels indicate that people are also getting some en joyment out of their money. Wartime Washington Sn Little Changed I was in Washington during all ot the last war and have spent some time there since World War II started. Except for the present crazy rush, the scores ot new bureaus, and the crowded transportation and housing, I cannot see much dif ference in the place. Politically, Washington remains unchanged and the executive branches ot government have not altered. Washington continues to blow hot and blow cold. It is fright ened and panicky one day; bold and optimistic the next day. Its state of mind translated into rules and regulations is clearly reflected in our people. Washington is slapping on ceilings, priorities, and restric tions as fast as the regulations can be thought up and printed. Much ot this is admittedly neces sary, but all of it is not. Of course, labor Is not now avail able to manufacture so many consumers goods as in peace time; but the manufacture of many civilian articles will con tinue. Substitutes will be found for raw and' finished materials. Believe me, when I aay that most of the consumers goods in dustry is going to be protected. The cost ot fuel, electricity. ice. Insurance, and rent remains about constant in good or bad times and takes about 23.1 ot our national income after taxes and savings. The govern ment is encouraging more to bs spent on food this year than ever before, which normally is about 28.6. Miscellaneous items, house furnishings, and clothing take approximately 27.3, but the latter two per centages ao not include the gar bage pall and other waste amounting to 15 of the nation al Income. Most of this waste Is purchased originally in retail stores. Thus, 70.9 of the na tional income, after taxes and savings, is mostly available for retailers. True, the metalwares, automobile lines, and few oth ers must scamper around to offset priorities. However, by far the larger proportion of re tailers will not only face a huge public fivlni power but will also have p.nty of goods to sell. nence, wny worry? Retailers should cheer unt I am not pessimistic over their outlook. Except for metal, rub berwares, and radios they can make replacements of general stocks ot goods without difficul ty. Substitutes will fill in for many articles which cannot now be manufactured. Retailers can still shop around for new pro-, ducts. Some items, euch as 100' woolen goods it unob tainable here, can be imported from England. Consumers can continue to rely upon their cus tomary sources ot supply. A glance at the retail advertise ments In your local paper should be sufficient to give a clue to the true picture. It merchants, could not restock, would they now be offering goods at bar gain prices? Shortages Become Surpluses Later It was not long ago that Washington was forecasting a paper shortage. Boy Scouts and housewives were urged to save every scrap. Now it is found . that was unnecessary. Paper to day is not as marketable as it was before the warl Remember how we were urged to go easy on cheese "so it could be ship ped to the Allies". Now there Is a surplus of cheese and we are urged to eat two slices with our . apple plel My guess is that from now on more restrictions will . be eased up or entirely removed. Colonel Elmer V. Wooton, state selective service director, said today. He said Oregon will send a small number ot 1-B men to the army during August.
