Washington. June 18. (JP) Sharp criticism of legislation to set up a Columbia power author ity to take over private utilities in Washington and Oregon came today from Kingsey M. Robin son, Spokane, president of the Washington Water Power com pany. He told a Joint congressional committee that the legislation would "wipe out every private distributor of electricity" in the Pacific northwest "regardless of the will of the people or rates being charged by the private company. Robinson opposed the Smith Bone bills (SA2430 and HR88B0) to empower such a federal authority to acquire private power companies In the two states and resell their facilities to public bodies for distribution of energy generated at the Bon neville and' Grand Coulee dams on the Columbia river. The power company execu tive said that 90 per cent of the revenue of his company and over 81 per cent of its popula tion were In areas where public ownership had been defeated or where no elections had been held. He also said the city of Spo kane, served by his company, used two and a half times as much electricity as the average for the country and paid for it nearly 25 per cent less than the average rate of similar service in the Tennessee Valley Author ity region. Senator Bone (D-Wash), co author of the bills, asked how the Spokane rate compared with that in Tacoma, which has pub licly owned power. Facts Dispute Claim Replying to a contention that unification of private companies with public power was neces sary in the interest of prosecut ing the war, Robinson said the tact did not bear out this con clusion. .. "With the interconnections now being made and others con templated every kilowatt of ca pacity and every kilowatt-hour of energy in the area that can be made useful will be con served for the war effort," he declared.
