Hlghtower Washington, June 12 (JPl The greatest naval triumph which the United State has cored in this war apparently was won In the first lnitance by land-based air forces. This was the conclusion reach ed by military observers here after a study of fresh reports from Hawaii on last week's bat tle off Midway Island, which led to the worst defeat in Japanese history. The conclusion was tentative since the navy's part in the great battle remains to be told. But unless the reports from the headquarters of Lieut. General Delos C. Emmons, army com mander in Hawaii, are extreme ly incomplete it was aerial strik ing power reaching far out from Midway and paced by B-17 "fly ing fortresses" that Initially re pulsed and scattered the enemy forces. All Services Busy Cooperating In the whole en terprise, were not only the army planes but also marine fighters and dive bombers, and navy dive bombers and torpedo planes. In informed quarters here It Is considered possible that the American victory was so com plete as almost to eliminate the possibility that the enemy again would venture into any area of the Pacific where he may be op posed by land-based American aircraft in force. That may explain the current Japanese emphasis on the im portance of their operations in the vicinity of the Aleutians. There they hope rightly or wrongly, to make some landings on remote islands in the belief that they can thus report ter ritorial gains to their people without risking another encoun ter with United States air units. Four Pha.es The battle at Midway went through at least four phases, ac cording to an analysis of eye witness accounts reported by Clark Lee, Associated Press cor respondent with General Em mons. JUKE 18 -In the MAIL TRIBUNE Japanese force of 20 to 26 warships and transports ap proaching Midway from the west. This appears n have been an occupying annada designed to take the island after defenses had been crushed. The main attack was to have been delivered by an all-warship assault group of more than 20 ships steaming in from another direction. The army fliers pattern bombed the occupying force, hitting one cruiser and a trans port and possibly hitting an other cruiser and battleship. Carrier Blasted On the morning of June 4, while enroute to renew the fight against the occupying force, the bombers were ordered to change course and seek out the battle force. In this second phase, the B-17s blasted at least on plane carrier. Marine and navy dive bomb ers and navy torpedo planes also attacked. Meanwhile, on Midway itself, marine fighter planes had gone up for the third phase of the bat tle. At least 180 Japanese planes attacked there with high altitude and dive bombing and strafing. Apparently In the ex pectation of using the airport themselves later on, the enemy airmen did not bomb It. Soon after the Japs withdrew Amer ican planes returned from their morning attack to refuel and re load their bomb racks. The enemy had his big chance to catch the American units in a relatively helpless po sition. But the Island's best de fense had been the attack laun ched on the enemy s carriers and the Japanese planes did not come back. Pierce and Angsll Against WPA Shrink Washington, June 12. (Pi Democratic Representative Pierce of Oregon, and Republi can Representative Angell of Oregon voted against the pro posal to cut next year s WPA appropriation by one-third and turn administration of relief over to the states.
