Real ization that "It can happen here" has reached the general public. furthered by solemn war nings from high military source. Oregon, on the front line of this Increasingly violent war, has been bully engaged in a program of civilian defense since the danger first became apparent, months before Pearl Harbor. The military defense of . the state has been well taken care of by the newly organized state guard, under the direction of Brigadier General Ralph Cowgill. This guard, working in close conjunction with the military branches of the govern ment, is designed to me-.t the problem of actual invasion. Far-reaching Plans Military experts, however consider the danger of air attack even more of a threat to the lives and property of Oregon citizens. Because of this fact added stress has been placed upon a far-reaching and compre hensive plan of civilian defense actual care of casualties ana protection of property in the event of an attack by enemy bombers. Jackson County's civilian de fense program, now perfected to high degree has won the approval and praise of military officials, state defense officers and the governor. Every phase of defense has been provided for, and an organization has been built up here to intelligently execute every needed service in the event of surprise raid. T.is program Includes protec tion for the forests In the event that enemy bombers spread in cendiary bombs over the tinder dry forests of this state. Fire control in communities here is also provided. Since the danger to life and property is greater In more con gested cities and towns, empha sis has been placed upon first aid, rescue work, policing, food and bousing, and the protection and continued emergency oper ation of utilities and of indus tries. The evacuation of civil ians, an eventuality not anti cipated but needing essential at tention, is another phase of the civilian defense program in this county. Civilians Instruced A thorough program of civil ian education has been under taken by the state and county civilian defense council so that the general public may act effl cently and calmly In the case of unexpected enemy action. Air raid Instruction booklets have been placed in the hinds of every home owner and further instructions have been given through all media of public In formation. Red Cross schools have spread the gospel of Intelligent first aid, widespread instruction for wardens has prepared block wardens for their highly impor tant duties in case of emergency. Officials of the Jackson County civilian defense council have stressed over and over again, the vital role of these wardens In the entire scheme of defense. The CONTROL CENTER orders the MEDICAL FIELD UNIT of the Hospital to the CASUALTY STATION nearest the Incident. 3. The CASUALTY STATION. If close to the Incident, serves as FIRST AID POST otherwise, MEDICAL TEAMS headed by doctors are sent forward to set up advanced FIRST AID POSTS to which ambulance can approach. 4. STRETCHER TEAMS carry the Injured to the FIRST AID POST from which they are transported to S. slble. 6. The CASUALTY STATION for temporary care until they can return home or go to temporary shelters. At or near the CASUALTY STATION are 7. A MEDICAL SUPPLY DEPOT and a CANTEEN SERV ICE STATION. 8. Included In public Instruction Is the solemn warning that all homes must be equipped with sand, hose and pump and that home owners must know how to correctly and effectively extin guish incendiary bombs. They are further urged to stay t home and indoors In case of a raid. Keep calm and not use their telephones. Most Important of all, they should know their block warden, should lend full cooperation to him and respect the motives of public service which prompt him to accept the difficult. Important and often- thankless duties of warden. Medical Service Particular emphasis is now placed upon the medical services which are so vital in case of emergency. Jackson County has four base hospitals which will accept more serious cases only after they have been cleared through the county's 18 casualty stations. These base hospitals are: Sacred Heart hospital, Com munity hospital and the Osteo pathic Clinic In Mcdford, and the Community hospital of Ashland. The 18 casualty stations, list ed on this page, are the Initial receiving points for all casual ties, regardless of their serious nature. These stations are man ned by trained staffs of phy sicians, nurses and emergency experienced dentists, all volun tarily offering their services in advancing the civilian defense program. The stations are lo cated at strategic points In Jack son County so that all areas may be served, and are fully equip ped with surgical instruments and necessary drugs. Again, officials of the local defense council stress the fact that block wardens are the Ini tial contact for these casualty stations and the base hospitals. The accompanying chart will give the entire procedure and every Jackson County home owner is urged to save it for future reference. A call for public spirited men to serve as wardens has been sent forth by the Jackson County clvl'.ian defense council as several trained citizens should be ready for instant service In every block and In every subur ban area. The construction of a great army cantonment near Medford and the further devel opment of Medford's strategical ly located air port render this section of the state definite military objective. Because of this fact, added cooperation is sought from the public In the interest of protecting their own lives and property and from the standpoint of general public welfare.
