The Japs Move Into Temporary Quarters While the Government tu ratling with the highly enm plicated problem of what to do with 112,000 people of Japaneee blood, for the duration of the war, the reet of the people on tee pacific coast were clamoring lor Immediate action. That la, had there bees aa In yaalon attempt or dancer ot wide- apread aabotage, or the threat ot extensive anti-Japanese violence, the Army had train schedules and other facilities aet to remove the entire western colony of Japaneae tnto already established Army tonmoat. Fortunately, It never became aeceeeary to Invoke tbta emer gency program. 80 the regular program for evacuation waa begun and at thla date baa been elmost completely carried out In orderly faahlon. On March It, the Fourth Army created what la known aa Ita Civil Affalra Division, and on the fol lowing day the Wartime Civil Con trol Administration waa created aa the operating agency to carry out the staff planning by the Civil Af faire Division. Both of these new aetnpa were pnt under the command of Colonel Karl R. Bendetaea. Assistant Chief of General DeWltt's etafl. At the Army'a request. Attorney General Blddle loaned one ot hla adminis trative -nen, Tom C, Clark of Los Angelea, to be Colonel Bendeteen'a chief civilian assistant. In addi tion It raised perplexing resettle ment problems. Colonel Eendetsea realised that the only way the Job could be done properly wea by doing It com pletely. Thus emerged a carefully thought out program, the Drat phaae of which called for removal of all Japan In the western ctatee to some it temporary as sembly centers located at tbe fol lowing polnta: Arliona: Cave Creek, Camp Mayer, California: Fresno, Maryavflle. Merced, Plnedale, Pomona, Sacra mento, Salinas, Arcadia, Stockton, Tanforan, Tulare, Turlock, Tule laka, Mansanar. Oregon: Portland. Washington: Puyallup. The largest la at the Santa Anita race track In Arcadia, with a ca pacity of 17,000. Next come Man eanar and Tulelake with capacity of 10.000 each and Puyallup and Tanforan, each with 1,000. Fresno, Merced, Plnedale. Pomona. Sacramento, Stockton and Tulare have capacities of 6,000 each, Sali nas and Turlock 4.000 each. Marys Title and Portland t.000 each, and the more or leas Isolated Cave Creek and Camp Mayer, 250 each. Substantially all ot the operating personnel at tbe eentere waa en listed from civilian agencies. A Big Task, Onlrkly Do From the standpoint of timing, tbe complete Job of preparation and evacuation will have taken Juat about two montha from the day the wheels atarted rolling. In that period all neceesary buildings were erected on the If sites. Under the heeding of Individual security, the entire removal of more than 100,000 people waa ac complished without aerloua aocl- dent and waa accompanied by only one untoward Incident this In volving en emotionally nnatrung Japanese youth who ewallowed Io dine when told be conld not enlist In tbe Army. He recovered. Tbe handling of the operation however, called for careful coordi nation of many government egen- ctea. The physical setup la the Assembly Centera required living quarters for family unite, adequate dining rooms (mess balls la Army parlance), abower bath accommo dations, tolleta, laundries, recrea tional facllltlee, and even a post exchange at each cantor where the Japanese could apend of their email monthly allowance for newapapere. magaelnee, candy bars, cigarettes and other little perquisite ot a normal Ufa. The Office of emergency Man agement provided Important help in getting the buildings erected at the centera. Tbe Federal Reserve Bank of San Francisco helped dispose of store leasee. transfer stocks of mer chandise to new proprietors and handle problems relating to the disposition of such automobiles and household furnishings aa the evacueee weren't taking with them. Jap Final Will Produce The Department of Agriculture. through the Perm Security Admin istration, carried out a tremendous assignment la the resettlement ot evacuated lands by getting neighboring farmers and others to take over, with the reault that the Japaneae will not raetala avoidable loesee and tbe Ameri can people will not suffer through tbe loee of Jepeaeee crop. The Federal Security Agency bandied personal welfare prob lems, and the United Statee Psb lle Health Service assumed respon sibility tor safeguarding health and supervising aanltary provi sions. The Department ot Justice ban died knotty legal problems, and the Works Progress Administra tion provided competent civilian personnel to manage the eentera and do all the work within the eentere that la not done by the Japaneae themselves. The Treasury Department, the Department of Commerce through the Bnreau ot tbe Census, the Allen Property Custodian and oth er executivae and departments con tributed their ahare wherever their aervleee aad advice were aeeded. The machinery for all thla work waa set up la the torn of dell control etatlona located within con venient distances from the various colonies of Japanese and of tbe Assembly Centers to which they were aaalgned. The represeau tlvee of the varioue government aganclee participating were sta tioned at these civil control polnta, so that practically all problems at tendant upon the removal ot the Japaneae could be handled at one time and at one central clearing house. During their occu pancy of the Centera, however, the Japanese are being Issued nomi nal allowances and compensations with all evacuees being supplied with food, bousing, hospitalisation, medical and dental care, and cloth ing when needed. Alao. upon application by tbs evacuees, the government will lasue coupon books having eaab value good for purchases of mer chandise at the Center atorea These books will entitle a single adult to 12.60 worth of merchan dise per month, a couple to 14.00, an Individual under sixteen :ean old $1.00. Maximum allostane to any one family la (7.60. la addl tlon, those Japanese evacueee whe work In the Assembly Centers will reeelrt extra compensation on the following basis: unskilled workers, 18 00 a month: skilled workers 112.00 a month: professional and technical workers, 118.00 a month As yet no wage scale has been flies for thoae aasigned to admlnlatra tlve and maintenance work. In going to the Aaaembly Center the Japaneae were given their choice ot trans portation provided by the Army or going In their own ear. They were alao given their choice aa be tween keeping tbelr car and cell ing them. It they chose to keep them the ears would be parked In an enclosure connected wltb the center. If they chose to sell them the Government would buy them. v. Washington, May 27 A Legislation to tubject labor unions to prosecution under the antl-racketee.-lng lawi and aet up stiff penalties for Interfer ence with movement of com merce) wat approved today by the house Judiciary committee. While the measure, approved on a 0 to 3 vote, does not a paci fically mention labor unions. Rep. Hobbs (D-Ala ), Ita author and a member of the committee, aaaerted: "At I have gaid before the bill it founded on the bedrock principle that highway robbery it highway robbery, whether the perpetrator holdt a union card or not." He said the measure was de signed to "repeal" a recent supreme court decision, growing out of a New York trucking ease, that labor unions were outside the Jurisdiction of the anti-racketeering laws. Extortion Defined The bill would define extor tion as "the obtaining of prop erty from another, with hit con sent. Induced by wrongful use of actual or threatened force, violence, or fear, or under color of official right." The measure Included a clause declaring: "whoever in any way or degree obstructs, delays, or affect commerce or the move ment of any articles or com- 1 modify in commerce, by rob bery, shall be guilty of a felony." It wat amended so at to es tablish penalties at a maximum of ten years Imprisonment and a $10,000 fine. Hobbs had pro posed a maximum ot twenty years. The legislation contains spe cial broad wartime authority for the president to use the armed forces to prevent or remove ob structions or retardation of interstate or foreign commerce, or the transportation of troops and munitions "whether by air. motor, rail, express, waer, or otherwise."
