The public of Oregon was warned to be on the lookout for a juvenile crime wave as result of the war, when M. D. k Wooley, new superintendent of the Oregon state boys' training school, addressed the Jackson County Public Health associa tion and guests at the court house auditorium Thursday aft ernoon. While wars generally bring a decrease In adult crime. Mr. Wooley pointed out, they bring an increase of juvenile of fenders. This has already hap pened in England. It happened in the United States soon after World War I broke out and it will happen again if preventive measures are not taken, he said. The increased flow of money, he explained, seems to lessen adult crime, but a gang spirit grows up, which leads juveniles r into the wrong paths. Laarn By Doing Boys are now learning by do ing in the Oregon training school, Mr. Wooley told his audience, explaining that the old reform school idea is fast disappearing in all parts of the nation. The old idea of reform by coercion is out except in dictator nations, for it has been found that as soon as the hand of tyranny is removed the sub jects resort to their old or more unfavorable ways. Nations as well as men will find, Mr. Wooley declared, that it doesn't work. There is no permanency in reform by coercion. A film, illustrating the re habilitation program now under way at the training school was then shown the audience by Mr. Wooley.' Preventive Work Told The preventive work, which is being done in the state in an effort to keep children from needing the training school pro gram was described to the au dience by Allen East, secretary of the Oregon child guidance clinic. He used as basis for his address book, written by Les lie B. Hohman, M.D., of Johns Hopkins university. "As the Twig Is Bent" is the title of the book and Mr. East used as subject of his address the par ticular topic. "The Child WiU Grow Out Of It Is This Wish ful Thinking?" Answering the question him self. Mr. East declared "for practical purposes it is wishful thinking." Mr. East highly praised the child health work carried on in the Medford area, stating that Jackson county was one of .the best if not the best organized counties In the state in trying to promote child health. The speakers were introduced yesterday by Mrs. Elwood Hed berg, vice president of the as sociation, who presided in the absence of Mrs. J. C. S. Weills. The nominating committee for the annual meeting to be held May 28 was appointed by Mrs Hedberg as follows: Miss Helen Bullis, chairman, Mrs. Leonard Mayfield, Mrs. Lewis Ulrich of Medford; Mrs. A. Meunier of Gold Hill and Mrs. W. H. Hig gins of Talent. The meeting will be preceded by a covered dish luncheon, as usual. At the close of the program and business meeting tea was served by the Jacksonville group at a beautiful spring table. AIR CADET KILLED Phoenix, Ariz., March 27. W) Aviation Cadet Eugene J Black, 28, of Longvlew, Wash.. was killed today when his train ing plane crashed in a grain field. The plane fell about nine miles from Thunderblrd field. Charles W. Tower, secretary of the Medford Building Trades Council issued the following statement today regarding the union methods in handling mem bership applications and dues for men seeking employment at Camp White: From Information reaching our members it seems that there is a general misunderstanding in regard to acceptance of new members to work on the army camp here. - "In order that the general pnblic may be properly in formed, we believe It only fair that we should make a state ment in regards to acceptance of members, application fees to be paid by such members and other general requirements rem live to the employment of new men on national defense or construction work The local unions affiliated with the Med ford Building Trades Council have a need for and will accent as members all the good quali fied workmen possible to obtain. We, however, cannot accept as members men not capable of performing the work. We are accepting applica tions for membership from all men who may be able to qualify in the tyoe of work which comes under the jurirdiction of the Building Trades Council.
