MO. A pair ot red and blue cur rent French stamps, bearing the surcharge by hand stamp of the German occupation forces, sold at Dunkirk any time in June, 1040, for SO centimes each, at the postnfflce, now are quoted at 2.500 francs If they are on letters, their value Is from 2 800 to 4.000 francs, depending upon whether the surcharge Is verti cal or horizontal. Blocks of tour with dated corners are being sold for 14,000 francs. When the Q e r m n forces moved into Alsace and Lorraine, they surcharged stamps which they found In the postoffices, but, by strange contrast, those stamps are worth only tout times their face value Instead ot 8,000 times the face value, as In the case of the Dunkirk surcharge. (U R) Modern and fitllw eniitTVisvl hmiepa rnet ing only $10 a month are th products of an experiment in self-help thnt began four yean ago among coal miners of this Fayette countv area. Fifty families participated in Uie experiment and all but a few are living in homes they built themselves on a coopera tlva basis to form a new com munity Pennrraft, Pa. Other homes are nearing completion. The American Friends service) committee financed the lndepen- ' dent housing project lending each family selected $2 000 for 20 years at 2 per cent Interest. The money bought each family 1V acres of land, farm imple ments and materials to build house and chicken coop. The men of the community formed a "labor pool" whereby each contributed his share of work toward building the homes. Some men cut stone at the com munity quarry, while others did masonry work and electrical wir ing. Children Aid Project To make sure everyone did his part, a time-sheet was kept and each man was required to work an equal number of hours on labor crews as was spent in building his home. The work went ahead slowly as employment at the coal mlnea picked up and cut down spare time. In recent months high school boys pitched in and helped pay off the "debts" of their fathers In the "labor pool." Well Spent Virtually all of the residents feel their time and sacrifice were well spent, as testified by the fact thst nn! unit family has been dropped from the com- jmunity for failure to work it way. The houses themselves show the effort and workmanship of the miners. Each home is built of newly-cut stone contains hard wood floors, modern plumbing and lighting fixtures. Unoffici ally the houses are valued at be tween $7,000 and $8 000 on the basis of public construction and material costi. MORE RIDE TROLLEYS Portland. Jan. 31.
