army balloon which tangled with
main power lines leading Into
the city, an army statement re
vealed. The army statement said

tested. Army officers sa'd the
sudden gust of wind tor the
balloons from their moorings.
One of the balloons struck
power line, Interrupting eervic
and causing slight damage. All
but one of them were recap
tured and that one was last seen
drifting toward the mountain
to the east."
Many persons had been
alarmed when power failed
about 11 a. m. and radio sta
tion went oft the air. Shortly
after restoration of power serv
ice an air raid "iren was heard,
adding to the alarm of cit'zen
although It was merely being
tested.

Dr. Frederick D. Strieker,
state health officer, explained
that there are three phase to
the vie problem, but that tha

only in the phase dealing with
control of veneral disease.
Dr. Strieker said the veneral
disease problem would be more
acute after closure of the houses,
because diseased girls then
would tak their place In soc
iety and thus would more read
ily spread the diseases.
The health board will act to
prevent such a spread, Dr.
Strieker said.
