Collins has been advanced to assistant adjutant of the 186th infantry at Fort Lewis, Wash., according to word received here today. Collins, who was a re serve officer, was called into active service a few months ago soon after completion' of his law studies and admittance to prac tice law. A son of Mr. and Mrs. James C. Collins of 2224 East Main street, he was in the R.O. T.C. at the University of Oregon from which he was graduated. His official address now is: Regi mental Headquarters, 186th In fantry, Fort Lewis, Wash." Well and Happy James Buck master, who has been serving as a quartermaster on the battle ship West Virginia in Hawaiian waters, wrote a brief letter under date of December 11 to his mother, Mrs. J. R. Hampton of 0 Mistletoe street, that he was well and happy. The letter, passed by the censor and bear ing only a navy cancellation postmark which did not reveal from where it was mailed, reached Mrs. Buckmaster Mon day. Concern had been felt here for young Buckmaster as it was at first indicated his ship had figured in the sudden Japanese attack on Pearl Harbor Decem ber 7. Buckmaster entered the navy last February. He passed an examination for entrance to the U. S. naval academy at An napolis and was to have gone to the academy last month but ap parently plans were changed. It is not known here whether he is still on the West Virginia. Crescent Wreck Seen Wreck of the the tanker torpedoed by a Japanese submarine several days ago is hanging on Steam boat rock at Crescent City, Cal., according to R. L. Hollenbeck, proprietor of Holly's Sea Food Market, who returned from a visit to the coast Monday. Many sightseers are visiting Crescent City to view the hulk, Mr. Hol lenbeck said. Kervin, from Sac ramento, and Mr. and Mrs. W. Grant, from Los Angeles. W. O'Connell departed for Port land. E RULES ANNOUNCED Washington, Dec. 31. VP) The government today prohib ited the use after March 31 of tin in 29 different products including musical instruments, tinfoil, toys, household furnish ings, jewelry, buckles and var ious novelties and ordered an immediate 50 percent reduction in tin used for such purposes. No new restrictions were placed on tin used in cans and other containers but the OPM priorities division said a conser vation order would be issued shortly limiting production and use of those items. Indoor Celebrations Decreed in Portland Portland, Dec. 31 (.P) Port landers must celebrate New Year's Eve indoors and without the blowing of horns, Mayor Earl Rilpy decreed today. The Mayor received orders from the second interceptor command stressing dangers of outdoor celebrations traffic tie ups, big crowds and too much noise. Whistles and sirens will not sound at midnight.
