PAGE THREE FIRE CHIEF GIVES A few hints on what, to do In case of air raids were given last week by Fire Chief Roy Elliott of Medford, working in coopera tion with the Jackson County Council of Defense. Chief Elliott attended the Ore gon fire chiefs' school and con vention at Bend in September where he heard Constable Scott of London's Scotland Yard ex plain the methods found most efficient in that city's long ex perience under aerial bombard ir.ent. The constable was brought to the United States to attend gatherings of fire chiefs for the purpose of acquainting them with best practices in fighting bomb-caused fires. Chief Elliott quoted the fol lowing advice as given by Con stable Scott: 1. Stay home. The safest place In an air raid is at home. 2. If you are away from home, get under cover in the nearest shelter. Avoid crowded places. Stay off the streets. The enemy wants you to run into the streets, create a mob, start a panic. Don't do It! 3. If incendiary bombs fall, play a spray from a garden hose (never splash or stream) of water on the bomb. Switch to a stream to put out any fire started by the bomb. Switch back to a spray for the bomb. The bomb will burn for about 13 minutes if left alone, only about two minutes under a fine water spray. A jet, splash, stream, or bucket of water will make it ex plode. 4. Under raid conditions, keep a bathtub and buckets full of water for the use of fire depart ments in case water mains are broken. 5. If you have a soda-and-acid extinguisher (the kind you turn upside down), use it with your finger over the nozzle to make a spray. Don't use the chemical kind (small cylinders of liquid) on bombs. It is all right for or dinary fires. 6. Should gas be used, go at once to the most "inside" room in your house (fewest doors and windows). Pasta paper over glass. Stuff rags in window cracks and under doors. 7. Spread one inch of dry sand over the floor of the ceilings (in attic). In case an incendiary bomb comes through the roof and ceiling the sand will flow down on the bomb through the hole, aiding in extinguishing it. 8. But above all, keep cool, stay home. Choose one member of the family to be air raid war den who will remember all the rules and what to do. Mother makes the best. BATTLESHIP LOSS IN AIR ATTACKS Washington, Dec 13. Washinqton, Dec. 13.- The sinking of four dread naughts Japanese, British and American in the battle of Pa cific amid impressive reports of the effectiveness of aerial bomb ers aroused congressional de mands today for a reappraisal of the warship-versus-airplane controversy. Such an investigation was considered of urgent importance I in the 1'ght of an administration bill, introduced yesterday, to authorize a 30 per cent increase in the navy's surface fleet. Chairman Walsh CD., Mass.) of the senate naval affairs com mittee, who announced he in troduced the legislation at the request of President Roosevelt and the navy department, said the degree of vulnerability of battleships to aerial assault un doubtedly would have to be threshed out. The measure would authorize an eventual addition of 900,000 tons to the surface fleet, but the Initial appropriation would be for about 300,000 tons all that can be handled under pres ent conditions. The total author ization, Walsh said, was suffi cient for seven or eight 43.000 ton battleships, six or seven 20.000-ton aircraft carriers and some 27 cruisers, 80 destroyers and 47 submarines. Senator Wiley (R.. Wis.), an other member of the naval affairs committee, told reporters that before any authorization was granted he and others would want to know whether the navy and army favored giving prior ity to battleships or bombers. Agreeing that the events of the last few days had changed the naval picture, Senator Byrd (D., Va.) said that as a veteran advocate of building more bat tleships, he too was beginning to wonder if more stress should not be placed now on construct ing bombers.
