HV-The rtate board of higher education today referred to ita curricula committee tor study and "report at a later date" Oregon State college's request for restoration of degree work In mining engin eering and commerce. The request was presented at the regular meeting today after Its first presentation Monday to the curricula committee. Wll lard L. Marks, chairman of the board, explained that rules of the body require that matters of major policy be presented at least one meeting In advance of final action. Meanwhile, copies of support ing material presented yester day by college staff members, alumni, parents and profession al men will be supplied individ ual board members for study, the next meeting is January 27. Attention Divided Other business, mostly rout ine, was hurried through as members were dividing atten tion between their own docket and the latest war news. A proposal to provide the gov ernment with a site at Oregon State college to establish a Pa cific northwest electro-development laboratory now under con sideration was approved. University of Oregon was au thorized to resume publication of the monthly "Oregon Busi ness Review," and to use some $2500 of civilian pilot training Income to fit out quarters for that work. Oregon medical school receiv ed approval In budgeting $10, 289 obtained from the U. S. de partment of public health for training additional nurses. President Marks was author ized by the board to appoint a special committee to Investigate certain relationships between the school of forestry at Oregon State college and the lumber In dustry. Personnel of the com mittee is to be announced later. JAPANESE BOAST IN PACIFIC WAR (CosttsoM From Ptf One) aneaa, Italian and Germans in this country in the category of "enemy aliens" today and pre scribed by proclamations the conduct they must follow. In the case of the Japanese, the White House said an inva sion had been perpetrated upon United States territory by their empire and In the cases of Ger mans and Italians it said "an invasion or predatory incursion is threatened." The proclamations applying to Germans and Italians said that enemy aliens were "enjoined to preserve the peace" toward this country, refrain from crimes against public safety, violations of law. and from actual hostility or giving information, aid or comfort to enemies of the United States. All enemy aliens are liable to restraint. The same restrictions apply to the Japanese. The proclamation applying to them had attached to it detailed regulations for controlling conduct and activi ties of enemy aliens, and these regulations are to apply to Germans, Italians and Japanese alike. E FREEZING BILL IS CHRISTMAS SEAL gan an attack upon the area of Singapore this morning and that many Japanese warplanes sweeping the skies had destroy ed many British fighter planes at their Malaya bases. Two contingents were report ed by Domei to have completed occupation of Bangkok, Thai land capital, under terms of the new Japanese-Thailand agree ment of protecting that country "against the democracies." Domel said it was understood most British and Americans in Thailand were now in their le gations, and said more than 100 Thais, Including 40 police, were killed Monday night in a British attack on Thailand. Aim At Burma Read (A Berlin broadcast, heard in London, said the Japanese also had arrived in central Thailand, and from the northern part of the country already were launching an attack to cut the Burma Road, presumably by a drive through Burma. (The Rome radio also reported a Japanese landing in north Borneo. (A British communique from Hongkong announced the Japanese yesterday launched an attack upon that stronghold at two places on the land side yes terday. Nationals of Axis Proclaimed "Foes"; Conduct Prescribed PASSED BY HOUSE Washington, Dec. 9. P) The house swiftly completed congressional action today on legislation to hold all navy en listed men in service for the duration of the war as an in tensified drive to build warships faster than ever before was an nounced. The measure was approved by the house without a record vote. The senate passed it yes terday. Chairman Vinson (D., Ga.) of the house naval committee, an nounced the plans to speed con struction to compensate for naval losses Inflicted by Japan and to prepare the nation for a two-ocean war. He said h planned to call the navy department heads Secretary Knox, if his war duties permit before his com mittee during the day to see what can be done to further speed the construction of ur gently needed combat ships. Vinson and Chairman Walsh CD., Mass.) of the senate naval committee, conferred at length with Admiral Harold R. Stark, chief of naval operations, late yesterday on the fateful devel opments in the Pacific. The Georgian parried all questions as to details of the damage done by the Japanese blitzkrieg on Pearl harvor, the navy's "Gibraltor of the Pac ific." It was obvious, however, that he was gravely concerned by what he had learned at the navy department. From other well-Informed sources it was learned that much of the damage Inflicted at Pearl harbor had been caused by tor pedo planes, which the United States navy invented and which the British used brilliantly against the Italian fleet at Tar-anto. CLINIC PLANS ARE AT The. music department at Med ford high school is completing plans for the band and choral clinic to be held at the school house Thursday and Friday. A public concert is to be presented Friday at 8 p. m. with about 80 participating in the band and 290 in the chorus. This Is an invitational clinic with schools at Ashland, Butte Falls and Grants Pass participat ing with Medford Junior high and senior high school music students. Present will be Dr. Theodore Kratt, dean of music at Univer sity of Oregon and Professor John Stehn, wind Instructor at the university, who will conduct the clinic. Rehearsals are to be held two days concluding with the public concert. A small ad mission charge will be made. DISPLAY AT P.O. A collection of Christmas seals since they were first issued in 1907 is on display on the bulle tin board in the west end of the postoffice lobby. Nearby the 1941 seals are on sale.
