S. navy retired, at hit home. Twin Oaks ranch, near Napa, Cal., on Tuesday, August 26, the fun eral services having been held at the Mare Island (Calif.) navy yard chapel, at 3 o'clock this afternoon. Captain Dugger was forced to retire from the serv ice about a year ago, due to serious heart trouble, which proved to be the cause of his death. He had a brilliant career In the navy, enjoying steady promotion until his health sud denly broke down, and forced his retirement. Mrs. Dugger (nee Dorothy Conner) who, with her two children, will leave shortly to join members of her family In the east, has many close friends in the valley, where she lived with her mother at their home near Jacksonville until shortly after the first world war. During that war Mrs. Dug ger attained national promin ence when she was dramtically rescued from the torpedoed liner Lusitania, a tragic inci dent which was one of the In direct causes of America's dec laration of war against Ger many. Only a short time ago Mr. Boudinot Conner, Mrs. Dugger's brother, a prominent member of the local ranch colony in the early boom days, died at his home near Santa Cruz, Cal. SEEKjEELECIION Salem, Aug. 28. (P) Rep. James W. Mott, Republican who represents the first Oregon con gressional district, announced last niRht that he would seek re-election. Mott, now serving his fifth term, is acting ranking member of the house naval affairs com mittee. He has been in Oregon two weeks inspecting defense areas and the Willametta valley flood control project. He said he would return to Washington In about four weeks. Each band has given a full summer series of concerts in its own city, the Ashland organization to complete Its sea son tonight and the Grants Pass band tomorrow night.
