Rain that spread out over most of the forest gave lookouts temporary relief from their potts. e e e At Meeting A budget of $13,000 to $18,000 was adopted tentatively by the executive committee of the O & C Land Grand Counties association In Portland Saturday, County Com missioner William Perry, mem ber of the committee, said to day. The budget Included also the work of the special land committee that has been work ing to procure revenue In lieu of taxes on land owned by the federal government, Mr. Perry related. The new device, Mr, Walker pointed out, makes it possible without delay to reach each home equipped with It at any time of the day or night. Manufacture of the emergency rail device by the millions is contemplated. Last June 30, Mr. Hillman succeeded In per suading Labor Secretary Fran ces Perkins 'into certifying the problem to the board. The board wired the union, asking it not to strike. The union agreed. Hearings were ordered by the board to be held by a panel of three men who were not even full board mem bers, only alternates. The panel was composed of the secretary of the CIO, James D. Carey, Chief Justice Walter P. Stace of North Carolina and Charles E Adams, a business man, chair man of the Air Reduction Corp. Hearings were held July 7 to 14. Of the 13 points in dispute, 12 were settled, leaving only the closed shoo issue. The fact never got out, out the panel split 2 to 1 en that point, Mr. Adams vigorously dis senting. As all these govern ment actions are supposed to be taken unanimously, and un animity In the panel was im possible, the panel dumped the problem back on the full board A five hour session was held here, and the mediation board could not agree. As the potato was getting hot ter all the time, the mediation board passed it back to the panel again. Immediately s to r l e s started reaching the press from authoritative quarters that Mr. Roosevelt would take over the plant. Mr. Hillman had some talks with the strike leader, Mr. Green, and both were working In this direction. So were some influential members of the labor mediation board.
