Wm. Shirer's "Berlin Diary" is principally respons ible for this opinion. For Shirer leaves no doubt that the war isn't popu lar in Germany, never has been popular, and ever since the defeat of France, the Cerman people as a whole, have prayed for peace. ACCEPTING this truth as a basis, then what more " natural than that Hitler, having concluded Eng land too tough a nut to crack, should have decided to risk everything on a conquest of Russia, before Amer ican aid could become effective. With Russia out of the war, this constant threat on the eastern front, entirely elimiated, Germany could then concentrate everything in the west and extend. for the last time of course, the olive branch of peace. FINALLY if the peace offer should be spurned, mere wouia De an excellent chance of quieting dissension within Germany, and restoring war morale, with the argument, that plainly nothing would satisfy the allied blood lust, but the complete annihilation of Germany, and its ultimate dismemberment. Once convinced of that, there is little doubt, war morale WOULD be restored, and the people of Germany, WOULD continue to fight. Minor is a gifted cartoonist, and was hnm with n keen sense of humor. At present my personal doubt that rabies occurs in man is so overwhelming that I would not take Pasteur treatment in any circumstance, because I fear the possible ill effects of the virus so administered far more than I do the possible occurrence of rabies from bite or wound by rabid animal. Yet I don't KNOW that rabies does not happen in man. There fore I dare not take the awful responsibility of advising peo ple to neglect medical treatment or to attempt to treat their own wounds when bitten, or scratched by bird or animal. The only advice I can conscien tiously give in any such Instance is this: Have the scratch or bite, no matter how slight, treated immediately by a physician. If in the physician's judg ment Pasteur treatment is advisable, by all means follow your physician's advice. If the service of a physician is not immediately available, the first aid treatment described by the spinner of dog tales is excellent, in my opinion. An important part of the treatment of any wound pro duced by animal or bird and thia I urge upon everybody is an immediate prophylactic in jection of tetanus antitoxin, unless the attending physician is convinced it is not necessary A week after the emergency dose, a second dose of the same antitoxin should be given. The germs or spores of tetanus (lockjaw) normally inhabit the alimentary tract of animals, sometimes that of man, and may be present in street dust or dirt or in the soil, and hence in the saliva or on the claws of animal or bird. Introduced bill In the house to provide for a uniform method of payments to states for lands owned by tha federal govern ment and he has received a reso lution from tha Oregon state board of control supporting the measure. D.. IBS El Csmlno. Beverl Hills, Calif. Kelly's Comment From Washington Streak Of Red Seen in OPACS Liberal Salaries' Paid Long List Henderson's Plan Angers Farmers By Joha W. Kelly . Washington. D. C, July 12 So Insistent is Leon Henderson on fixing prices, with or without consent of congress, that the boys on the hill are taking a look at OPACS set-up. They have found a tinge of red. Boil ed down, here is what the mem bers of congress say, as reported in the Congressional Record: The Office of Price Adminis tration and Civilian Supply is asking for a personnel of 1.43S and an appropriation of $3,769, 482. Mr. Henderson, a very smart man, has had a leftish leaning since coming Into the government with the early days of the new deal. He was associ ated with the Spanish refugee relief, and the Dies committee has officially declared that the Spanish refugee relief was a communist party front. (Secre tary Ickes is another whose name was used). Many of Hen derson's associates have been groups whose first Interest was not with the t'nited States. On the payroll at $8,230 a year is Robert A. Brady, author of "The Spirit and Structure of German Fascism." wherein he says of the president: "Mr. Harvard in I93S. has been made general counsel at $8,000. His last salary was $5,000 from the SEC. He heads a legal staff of 168 In an agency which has no legal authority and no legal sanction. Miss Caroline Ware re ceives $8,500 as head economist, her former salary being $4,400 at Sarah Lawrence college. Her husband is Gardner Means, rabid new dealer, who is fiscal analyst with the budget bureau. Constant Southworth draws $7,600, but the treasury paid him $4,600. Many more have been placed in OPACS at in creases of $2,000 to $3,000 moie than they formerly received. OPACS has not attempted to curb these increased prices. Attention is called to a few high spots in OPACS because this organization is to play an important role in the life of dealers and consumers in the long months ahead, and a little background is of interest. WHAT ia making congress men hostile at Henderson is his proposal to place a ceiling on everything except the wages of labor. Word of this has gone out to farmers and 'they are angry. The idea is to make labor a pre ferred group of untouchables, free to obtain all the wages they can. but in so doing the cost of production Is Increased, yet Hen derson would prevent the pro ducer from receiving the cost of production. Until congress gives him authority, Henderson can not enforce his orders. The mo tor manufacturers rejected his command to restore old prices and his order to tire dealers was withdrawn. Regardless of congressional action, however, Henderson says that the cost of living (which al ready has started skyward! will reached the people. The stand ard of German living (except for bulges when the Nazis picked up booty such as hogs and dairy products in Denmark) is depre ciating. Cacualties are going up. nans tind Fritz have been away from home two and a half years, and yet there is no indication of their victorious return. The pain of sacrificing, regu lations, rations, goes on, but under a military regime it can go on a long time before it reaches the point for which Eden and Losovsky are longing. jytR. The coop erating Republican leader frank ly urged its immediate revision under a single head. It was he who suggested to the president the name of Bar ney Baruch, a suggestion later offered publicly by Mr. Will kie's old vice-presidential run ning mate. Senator McNary. Mr. Willkie's real candidate, how ever, is War Undersecretary Robert Patterson, who has won some reputation in inner Wash ington for his cleverness in an executive capacity. A one-two appointment of Baruch to the top and Patterson in the working slot would tend toward realistic political unity. THE labor board, historic cure- all hospital for labor dissatis faction, has obstinately refused to certify its dispute with its own employees union to the Roosevelt mediation board for settlement. Weeks of negotia tions had produced no settle ment as this column went to press (another meeting between the union and the board was be ing held) yet the labor board had persistently declined to think of turning the dispute over for settlement to the agency Mr. Roosevelt has established to supercede it, in a way. While the workers thus have no redress against this ex-boon- champion-of-labor, there is said to be no probability now of a strike. If there is a single strike the rearming nation could well afford, it might be a strike against the labor board. Mr. Roosevelt certainly would not call out the troops to occupy the labor board. Trie strike thus could be won. But the union leaders who have been dickering unsuccess fully with the board are extra ordinarily patient men. They even conspired with the board to maintain in secrecy their Just grievances. Hence they were dis-1 mayed that what they had said in their own news magazine about the board being anti-union was published in this column. Apparently the boards refusal to deal satisfactorily with its own labor may be traced at least partly to loss of internal morale. Lawyers and other em ployees have been moving out of that organization, transfer ring to other government de partments and to private life. The era of the labor board seems to be waning.
