IEMOCRACY is on trial today as never before, as we see it the crisis is the most serious in at least 80 years, perhaps of all time. No one wants war. Every sane and decent human being hates it. But there is a totalitarian mad-dog loose which only war, only superior force, can subdue. These local boys have agreed to do their bit in that all-important job. It's no easy one, far from a pleasant one. But it must be done and they, and young Americans like them, must do it. So more power to them, and a hearty welcome. The Bear Has Claws A GAIN, by reading between the lines,' it appears Herr Hitler has a bear by the tail and can't let go. Of course the offensive is still "on schedule," that has been the German claim now for over two weeks. But what IS the schedule, and what was it? No one but the German High Command knows. A ND it is significant that the High Command, " which has been the most trustworthy source of military information, in any nation, since the start of World War No. 2, makes, and for several days has made, no claims whatever of breaking the Stalin line, no claims of any sensational victories, in fact, for nearly ten days. More than that. Fields strewn apparently with Russian dead sud denly spring to life and unwary German troops are mowed down in their tracks. Panzer squad after panzer squad roar by cleverly camouflaged case ments, and then suddenly the camouflage drops off and the aforesaid panzers are caught in the rear by a murderous Soviet fire. These aren't RUSSIAN claims. They are GERMAN admissions; examples of "Russian treach ery" dished up to the German people AT THE PRESENT TIME! CO while the final outcome of the battle of Russia is in doubt, and Nazi mechanized forces might yet prevail, all doubt has been removed that the latest surprise of this surprising war is the resourcefulness, stamina and fighting quality of the Red Army. What looked like a push-over is proving to be the hardest nut to crack Der Reichsfuehrer and his mechanized legions have tackled yet Even more important one doesn't have to credit any of the wild claims of Stalin's press agents to establish this fact. All one has to do is to read between the lines of Germany's own reports and interpret the G.H.C. bulletins in the light of the established record. Tt is the German, not the Russian, story. Not yarns or legends or stories second .hand, but actual ins tances. I do not know how one would set about proving something that has not or does not hap pen. If black and white varieties of guinea pigs are crossed the offspring are all black. The black seems to cover up or wipe out the white and is therefore called "dominant", yet in some of the black offspring the tendency or potentiality to revert to white is still present, and Is called "recessive". Mating of these black guinea pigs may produce some black and some white offspring gen erally three-fourths of the young are black, one-fourth are white. Some of these blacks of the third generation will breed true that is, their young will be all black; some will have three-fourths black, one-fourth white young; and mating of the whites may produce all white offspring. He could not keep his British attack going while overhauling and reconcen trating his first line air strength for the Russian venture. It will take him longer now to over haul them again after combat and put them on runways head ed for London. It would take him much longer, because the British have been pasting these runways and nearby embarka tion points dally and nightly, and will continue to do so. THESE facts pin Hitler down to October, the start of bad weather, and something far worse the rising peak of Amer ican plane production. By fall, we should have enough bombers and pursuit ships in England to let Britain gnin actual superior ity in the immediate air over anything Hitler can offer, in view of his losses with the Reds, tie cannot rapture and use enough from the Russians to make much difference. What these tacts seem to say Is that Hitler ha lost his chance of crushing the British. He can not win without invading and he cannot Invade without ac quiring local air superiority, the prospects of which are going to decline rapidly from now on. THE naii's fall campaign is therefore very likely to shift to the peace front, as Eden ha'! hinted If Hitler chases communism into the Fsr East and acquires! the fabulous natural materials of Russia, he will be In a posi tion to offer Britain tempting terms. Remember this: The Brit ish have not lost an Inch of ter ritory In this war. They let the Italians have Somaliland for a while but regained it Nothing Brady M. O. If they ever have a weak mo ment, then, in my opinion Mr. Roosevelt will see that they turn him down. The basic Roose velt theory Is that there can be no peace with a man whose word is worthless, or with a re gime of untrustworthy military ruthlessness. I Kelly's Comment From Washington Grim Picture For Taxpayers Income Levies Will Hit Hard Pear League Get Answer Br John W. KsUt Washington. D. C, July 8. Rapidly the picture is unfolding of what the citizens of Oregon will soon be paying to meet some of the lend-lease bills and national defense. The personal income tax will not be collected until next March on this year's income, but a long list of taxes will be imposed and collected as soon as the tax bill can be enacted. It Is safe to say that the Indi vidual income taxes in Oregon collected on 1941 income will exceed $9,000,000 (collections in 1940 were some $3,574,943); corporate taxes will be higher than that sum. The federal government will collect $2,250,000 from Oregon motorists plus $120,000 from truck operators. This will be all new money and will come from the levy of $5 car; same as the annual fee charged by the state. A government tax on all automobiles (there were 32,- 452.861 in the United States in 1940) is a painful novelty. There are 71,733 motorboats registered in Portland and these will be subject to the $5 tax( or another $38,665 of new money. Oregon state liquor commis sion will have to pay another $1 a gallon for distilled spirits which, of course, will be paid by consumers. This will increase the price of liquor 25 cents a quart, or 20 cents for a fifth of a gallon of Scotch, The commis sion sent representative to the national capital to protest that an increased liquor tax would bring back the bootlegger, but after arriving here the repre sentative discovered that it was useless to try to talk the ways and means committee out of the notion. Tax on wines will be double the present impost. This will probably affect the business of wine stores In Portland. ... AT the end of the month the consumer will be charged 5 per cent tax on the amount of his telephone bill. Oregon has suc cessfully resisted a sales tax each time it was proposed, but Uncle Sam has his own sales tax; he will charge 5 per cent on gum and candy and to make certain the kiddies pay their share of the tax burden an ad mission tax is laid on all tickets down to 9 cents. Possibly the movies will absorb the tax sold the youngsters for Friday nights and Saturdays. Cigar stores are "tight" giving away matches, ditto hotels and other establish ments which use paper matches for advertising purposes, for these matches will be taxed 2 cents per 1000. Despite protests from Oregon that a musical instrument is not a luxury, the ways and means committee has decided these in struments should be subject to a 10 per cent tax, the same as the tax placed on Jewelry. A real soaker, however. Is the 5 percent on railroad, airplane, bus and steamer tickets. Any picket ' costing more than 35 cents (a commuters' ticket) will have the 5 percent added. . e A FLAT 10 percent tax will be collected on radio parts (al ready taxed 8.5 percent) and the same amount on phonograph records. Wishing to be big-hearted, the committee exempts from taxation all automobiles operat ed by the federal government, state owned machines and those of counties and cities. These to tal. In Oregon, several thousand. Nor will the committee advocate an Increase of the 1.5 cents a gallon tax on gasoline, nor cur rent taxes on tobacco, sugar, tea or coffee, although the treasury thought here was a source of revenue to be tapped. However, long distance phone calls will cost more than ever and the tax on telegrams (including birth day greetings, sung or unsung) has been upped. Undecided yet is whether a tax should be placed on the dog races in- Portland. The pari muluels take a cut from the bet ting and turn the rest over to the .slate of Oregon. A somewhat similar arrangement Is In vogue in other states. Banner! as Ininni. tous in many states is the slot machine and the committee ex pects to decide shortly what to do about them. Juke boxes are still exempt but patrons of such night clubs as exist In Oregon will have to pay a tax on top of their bill. The Russians declare the Ger man offensive has been blocked on the WHOLE FRONT, with the Red army seizing the olten sive and hurling the Germans back in five sectors. WHY these directly conflicting claims? Two explanations are pos sible. The battle Is spread out over a vast area. So vast that both sides can be picking out favor able stories to tell. WITHOUT lying. Just telling the good and overlooking the bad. TTHE other explanation Is that ln Germany and Russia the folks back home don't get ALL the news. They get only what their masters think is good for them. They can be shot for listening to the wrong radio reports. THESE w-orld conquerors have always fought with one eye on the people at home. Remember that at Pultusk where Napoleon had been badly mauled by the Russians, he rushed a courier back to Paris to announce that he had won a brilliant victory. Luckily for him, he did win shortly afterward at Frledland. A LONG this same general " line, today s wires carry this interesting dispatch from Moscow: "The Soviet supreme council decreed two to five years im prisonment today for dissemina tion of false rumors likely to alarm the populace. That, of course, is primarily directed at German fifth col umnists operating behind, the Russian lines, but it could easily be made to cover news of a Russian trouncing. I7ROM the Russian side comes " today the story tnat the Ger mans are using fake tanks made of wood and canvas. It is vouched for by Junior Lieutenant Subchenko, who was using his binoculars and saw a German tank column ' moving up to the front. The column stopped. A German officer got out and leaned an elbow against a tank. The wall GAVE under the pressure. Of the 20 tanks In the col umn, Subchenko reports, only one was genuine. The others were wood and canvas phonies. rls swell tale. Full of color. And PROBABLY TRUE. But don't Jump wishfully to the conclusion that Hitler is get ting short on tanks. Deception is as old as war, and he was probably using these phantom monsters to fool the Russians. Moscow reports that when night came the phony tanks were destroyed along with their unfortunate crews, thus turning the deception back on its per petrators. Anyway, it must be conceded that Junior Lieutenant Sub chenko, whose sharp eyes de tected the fraud, is a smart yc ig man. It s a good thing for Stalin he didn't get caught in a blood purge. IF you are Inclined to be con- fused by these conflicting stories as to who Is licking whom, note that Japan at noon Monday was still sitting on the fence. Japan has a grand spy sys tem, and must know far more about the real facts of this ti tanic struggle between Hitler and Stal.n than we ordinary readers of the papers can hope to know. AIR RESERVES GET Washington, July 8. (IP) The war department disclosed today that all air corps reserve officers, not already on active duty and whose civilian occupa tions are not of primary impor tance to the defense program, were being ordered to extended active duty. The actual number thus sum moned "will not be made pub lic." the department said, but indications were that it ran into several hundred and that pos sibly less than 10 per cent of the air officers would be left in civ ilian life.
