New York, June 20. (IP) A
hall-dozen men and women met
in an obscure Irving Place cafe
teria, okayed a $2,000,000 bal
ance sheet and shook hands
disbanding the American Fund
for Public Service, Inc., which
for two decades had supported
controversial movements.
In contrast to the birth of the
fund In 1922, which stood the
country on Its ear, the demise
yesterday was quiet. It died In
its sleep.

Charles Garland, now 40,
created the fund with an in
heritance he refused to accept.
He said then he didn't deserve
the $900,000 his banker-father
bequeathed him, and he turned
it over to a liberal-red-Dink
board of trustees, declining even
to Join in its administration.
The market boom of the late
'20's more than doubled the
value of the original bequest,
and for years the fund grew de
spite hand-over-fist disburse
ments to strikers, political move
ments, negro societies, tenant
farmers, labor colleges, unions,
publications and a wide variety
of other "causes."
During the last 19 years.
$1,967,711.73 was given away
or sunk In "loans." mostly bad.
Between $2,000 and $3,000
will be returned to Garland,
when liquidation is complete.
Would Do It Again
"The trustees did a much bet
ter Job than I could do." Gar
land said. "If I had it to do over
again, I don't know that I'd be
as dogmatic as I was in disposing
of this fortune but I suppose
I'd do pretty much the same
thing.
"I think I've gotten more out
of my Inheritance this way. I
think that the person who lives
like the average man gets more

two cases.

Garland, whose youth was
highlighted by personal and fi
nancial escapades, lives quietly
with his second wife and four
children in Mount Vernon, N. Y.,
where he spends much of his
time working for the farm re
search cooperative.
He said executors of his
father's will "saw to it" that he
could not spend or give away all
his money.

OLSON SIGNS MEASURE

(JPi Gov. C. L. Olson signed
11 emergency bills today, in
cluding legislation designed to
bring the California law into
conformity with federal require
ments for aid to thousands of
needy aged, blind persons and
dependent children.
The federal social security
board informed the state that
It faced the Ion of $38,000,000
annually in federal grants after
July 1. unless California agreed
to revise Its standards and pro
visions for the categorical aid
program.
The new regulations provide

cannot exceed $40 a month. In

Need Caretakers
Montgomery, Ala. (U.R) The
state military department Is ap
pointing 38 caretakers to look
after as many national guard
armories during the next year
while the state's guardsmen are
in federal service for a year's
training.

Northern soft coal producers
and the United Mine Workers
union signed a two-year wage
agreement providing vacations
with pay and wage Increases
for miners in the northern Ap
palachian fields.
The conclusion of the agree
ment as a result of negotiations
begun early last March put into
permanent effect the temporary
agreements raising the day wage
rate in the north from $6 to $7
and corresponding increases for
miners paid on a tonnage basis.

trustees. They will serve the
organization during the remain
der of 1941 and the first half
of 1942.
Dr. Charles B. Holman of St.
Louis, and Fred G. McAlister,
London, Ont., Canada, were
elected vice presidents and Don
ald B. Price of Oakland, Calif.,
treasurer.
"We will support a militant
rather than a military attitude,"
the new president said. "We
should find a program of service
to fit Into the present war pe
riod, keeping in mind our slogan
