SO.- Tax uncertainties, a orofit lim itation and competitive buying, including that of the British, were reported officially today to have stopped "progress" on the navy's procurement of ma terials for shipbuilding The report came from Rear Admiral W. R. Furlong, who made it to the senate appropria tions committee durinc testi mony on a $5,008,000 000 sup plemental defensa hill which the committee approved yester day. In another sphere of defense activity, the house military com mittee, meanwhile, gave it ten tative approval to the registra tion for military servic of men from 18 to 64, inclusive. The committee has been working on a draft bill while the senate debated another vers ion reported recently by its mil itary committee. The sennte ver sion calls for registration of men from 21 through 30. The admiral, chief of the navy's bureau of ordinance was quoted as saying that "I thought possibly this committee would be interested in knowing the facts that the progress has stop ped on the procurement of ma terials that go into ships." "The navy had no trouble whatever," he continued, "until business picked up and the army, having increased appro priations, began to buy guns without the operation of the Vinson-Trammell act (limiting profits). This and the foreign nations' and other government departments' buying without the operation of the Vinson Trammell act has caused busi ness from the navy to be un attractive. Asked whether companies were diverting their capacities to other purposes, Admiral Fur long replied: 'They are being used for other purposes. For instance, there's a long list of requests from the British purchasing commission and naturally they will go ahead and do the work that will not bind them by prof it limitationr." His testimony led to talk In the committee of using a "uni versal tax" and other "force" to compel manufacturers to accept naval contract the record of the hearings disclosed. ! CHURCHILL URGESS SPEEDY DELIVERY AGED DESTROYERS (Continued from mi Cm.) Warner Baxter opens for to day and tomorrow only at the Cool Rialto theatre opposite Myrna Loy in Frank Capra's "Broadway Bill," which plays as the second feature in the popular theatre's "Week of Frank Capra Hits." Fashioned in the mood and spirit that makes Capra's films the screen's greatest. "Broadway Bill" pre sents Baxter as a life-loving no mad, happier as a "devil may care" than as the pampered son- in-law of a small-town million aire. Miss Loy brings all the charm and whimsy reminiscent of her popular "Thin Man" roles. Others in the film include the late Walter Connolly, Helen Vinson, Lynne Overman, Alan Hale (in the role that made him a star), Douglas Dumbrille and Raymond Walburn. The film was written by Rob ert Rlskin, based upon a story by Mark Hellinger. Due to its great length and popularity, "Broadway Bill" is being single-billed. Brilliant Team In Wednesday Hit K , '7.-: I I The comic and dramatic com plications of an amnesia attack reach their fullest realization when "I Love You Again" brings William Powell and Myrna Loy to the Craterian theatre tomorrow.
