Vice-President Gar ner will not only be missed cut greatly needed during the com ing weeks of essential national legislation. So say all of us! He knows all the legislative answers, due to his long years of training as a member of the house of representatives, speak er of the house, and as presid ing officer of the senate. After all, being vlce-pr8ldeni is his Job until next January regardless of conventions or elections or anything; and we all hope he will cast his vote the Texas primaries and re turn to his post for the "dura tion." Personally, both the Garners are popular. While refusing to shine socially in the accepted meaning of that term in Wash ington they are quietly friend ly and hospitable. Attending or giving few large, public recep tions, yet they were constantly receiving friends, officials, news writers, tourists and other legis lators in 'their off ice both when on the tiouse side and, later, in the Capitol buildinn. They gave few dinners, but they had lit erally hundreds of friends, a few at a time, for a bite or two at the old Washington hotel where they lived for so many years. Just t'other evening whilst the "nice husband" and I were eating In the coffee shop at that hotel, the Garners came in for their supper, being greet ed informally by the service staff and many fellow diners. Mrs. Garner might vell weep at the prospect of leaving her long-time work as his secretary' a completely absorbing and Interesting Job with thrilling Inside pictures of history in the making. Small wonder that possible future activities In Texas seem tame In comparison. Then, too. the many years have made Washington her other "home," indeed, and have form ed many close tics of friend ship. e e "TPHE Willkie family has a ' young son, Philip, who could be counted upon to fill the his toric old mansion with droves of young folks during holidays and on special occasions; and that would be merely the cen ter of a circle of Capital sociel and athletic activities. Wash ington loves young and person able and eligible sons in the White House only a trifle less than marriageable daughters who might pull of a big wed ding In the famous "East Room." While the Roosevelt children are now or have been married and established elsewhere, we must not forget the ten grand children who would continue to descend upon the executive mansion and keep It gay and alive. Rewardless ot marital difficulties of their children, the President and Mrs. Roose velt make no distinctions. El liott Roosevelt's first wife and son are frequent and welcome visitors there; and James Roose velt's wife, Betsey, and the two children remain great favorites with the President. A National Council, composed of representatives of govern ment, and philanthropic, civic and educational groups (work ing with and under the guid ance ot the Social Security Ad ministration) has as Its oblec tive the formation of similar local councils on a nation-wide scale. Each council plans to urge all women's organizations to include In next season's ac tivities the following program' (1) Search out and lilt all such women in each community. (2) Study each Individual case and consult with the local council to find or create self supporting and self-reipecUng work for each woman to do. Only In this manner can these women be assisted; no employment agency meets their needs. Clubs, churches and other women must canvass th situation, devise a way to create Jobi and, it need be, train the women for the work. The National Council empha sizes the great waste of the productive power of iuch wom en and the terrible consequences of leaving large number of useful citizens to sink into de spair and economic uselessnes.' According to the Council, if these women cannot be placed in position to help themselves now, we are building up a huge class of dependent elderly peo ple. This will result in an in creased drain upon a constantly decreasing number of produc tive workers between the youth age and the middle-aged groups. San Ffanclsco, July 31 The state supreme court today affirmed conviction of Earle E. Kynette and Roy J. Allen, for mer members of the Los An geles police department, In an automobile time bomb explosion case: Kynette's sentence will be modified, however. Kynette was convicted of at tempted murder, assault with intent to murder, and malicious use of explosives. The court ruled today that his sentence on the explosives charge should be served con currently with the others. Allen was convicted only on the ex plosives charge. The charges grew out of the blast which critically injured Harry Raymond, on January 14, 1938, when a bomb exploded as he pressed the starter on his carf " Evidence showed Raymond was being subjected to surveil lance at the time by the "spe cial Intelligence unit of the Los Angeles police department which Kynette headed. (IP) The state treasury borrowed $200. 000 today from the world war veterans' state aid sinking fund, the money to be used for relief. The loan raises to $300,000 the amount borrowed for re lief so far this biennium, and the treasury estimated it would hav to borrow $400,000 mora before lha end of the year. Th deficit resulted when liquor profits, which are used for re lief, failed to be as large as the legislature expected. The notes bear Vi of one per cent interest. Coffee Runs Short New Vork.
