OTt The first new American battle hip in 19 years slides into the water tomorrow at the start of a drive to speed warship con struction unmatched in intensity since world war days. The 35.000-ton U.S.S. Wash ington will be launched at the Philadelphia navy yard. It is the first of 68 warships still under the riveting hammer which 'the navy, by day and night work, intends to com plete months ahead of their original schedules. To Start Others The record appropriation for the sea forces now before con gress includes more than $100, 000,000 to be expended solely to speed the transformation of teel into battlecraft at a rate never even contemplated until the latest emergency arose. As fast as the fleet reinforce ments slide down the ways at more than a dozen crowded hipyards, keels for other craft will take their place. Two weeks hence the Wash ington's twin-sister, the U.S.S. Other vessels to be launched or completed this year are destroyers and auxil iaries. War and adverse weather were blamed by merchants for gener ally disappointing retail trade during the past week. Dun & Bradstrpet md tod?y in its ekly survey. Retail volume for the nation was estimated 2 to 5 percent higher than last year. "The only region to maintain its year-to-year increase," as serted the Teview, "was the middle west where industrial centers recorded gains averag ing 5 to 11 percent. Sales in the east were a little under a year ago, the total decrease be ing no more than 3 percent. "Retailers continued to buy as close to the vest as possible. For the most part the only orders placed during the week were to round out summer stocks or promotional lines. Wholesalers pointed out. however, that the slowing down in trading by no means signi fies a disruption of markets. Although retailer sentiment is said to have been quite deeply affected by recent develop ments abroad, few attempts have been made to withdraw orders or put pressure on prices."
