Br Tti BtiUr Washington 0J.R The fir.it nation-wide bird census has dis closed an unexpectedly large in crease In the number of birds and other wildlife In the 11.000 miles of "shelter-belt" trees In the great plains. The census taken by the for est service of the agriculture department showed increase ranging up to 900 percent In many areas of Kansas, Nebras ka, the Dakotas, Oklahoma and the Texas Panhandle. Tests Made The census was taken through questionnaires sent to owners of the farms In tome areas and through counts by forest serv ice men of birds and nests In other areas. The first count was on "sampling" basts, but a more detailed census is plan ned now. The forest service reported that not only have the wind breaks attracted numerous ln-sect-eatlng birds, but that many small fur-bearing animals have found homes In the small for ests that streak the plains. Replies to questionnaires cov ering 53 field windbreaks in Kansas Indicated insect fighters such as brown thrashers, wrens, bluejays. meadow larks, swal lows, orioles and field sparrows well In excess of 10,000. Came Birds Increase The owners all stated that such concentration was un known on their farms In pre wtndbreak days. The Kansas re plies also told of Increase of game birds, reporting some 290 pheasants In 48 windbreaks, 1,400 quail in 53 and 4,300 mourning doves last fall. A summary of Texas reports Showed 2,000 or more quail in habited about 47 miles of wind breaks. One farmer reported 150 prairie chickens in his three-mile belt. Few birds of any description occupied the area prior to start of the tree planting In 1933. Reports from other states showed similar Increases. Neb raska farmers were said to be specially pleased by the In crease because - the birds de stroy grasshoppers, which have caused considerable damage to crops in recent years. The shelter-belt forest was believed to have saved the lives of many birds during the pit severe winter. Many birds which ordinarily fly south dur ing the winter stayed In the shelters, farmers reported. Says Underlying Cause of the Crime Is Ignored Proposes Clinical Study Editor Dies. Longvlew, Wash., May 81. () A paralytic stroke suffered earlier In the day claimed the life last night of D. M. Simon sen, 61, managing editor of the Longview Daily News. Simon sen, who had been associated with the Daily News 17 years, had been In 111 health for seven months. Weather. Other boat loads went Into cold storage for later sale. Los Angeles. (U.R) Crimin als in the United States are not getting Justice, Superior Judge Roy V. Rhodes of Los Angeles county charged after a study of prison conditions throughout the country. Except for the defense of in sanity In murder cases, Rhodes said, at no time does the phys ical or psychological condition of the criminal receive adequate consideration. The Jury convicts the guilty man," the Jurist said, "the Judge sentences him to prison as speci fied by law. But this is all done according to the crime he has committed, not according to why he committed it. Worsening Effect Charged. "He Is simply dumped In with other criminals of various de grees of depravity and usually comes out of prison a much worse citizen than he went in. The public realizes this and shuns him after he is released." Rhodes said imprisonment for crime should have two aims: one, the rehabilitation of the criminal; two, the deterring of the commission of crime by others. He added that he con sidered the first aim "by far I the more important" and, at the same time, the more neg lected. Favors Clinic Study, Rhodes said he favored the establishment of "psychiatric and psychological clinics to determine scientifically and treat the real causes of crime." The physical, mental, emotional makeup and the social environ ment of the criminal should be studied before he Is cast into prison, Rhodes asserted. The Los Angeles Jurist said he has conferred with Judges and lawyers throughout Cali fornia and he is seriously con sidering putting the problem before the State Bar associa tion with the hope of having the association formulate a committee to study and report on the rehabilitation problem.
